About the Role

As a Health & Safety Standards Development Lead, you will play a key role in embedding consistent health and safety standards across the Council, fostering a culture where safety, wellbeing, and accountability are paramount. You will design and implement strategies aligned with ISO 45001 principles, review management systems, develop new standards and policies, and ensure occupational safety and health approaches are compliant and forward-thinking. This role involves working with teams across all directorates to build capability and ownership of health and safety, upskilling managers and leaders. You will drive consistency, quality, and assurance across corporate frameworks, lead on performance monitoring and audits, and champion collaboration and continuous improvement. This is an opportunity to influence corporate strategy, represent the Council, and make a tangible difference to the wellbeing of colleagues and the community.

Responsibilities

  • Design and implement strategies aligned with ISO 45001 principles and other best practice frameworks.
  • Review and enhance existing health and safety management systems.
  • Develop new health and safety standards and policies.
  • Ensure the approach to occupational safety and health is compliant and forward-looking.
  • Work with teams across all directorates to identify needs, build capability, and embed ownership of health and safety.
  • Upskill managers, supervisors, and team leaders on their responsibilities and safe systems of work.
  • Drive consistency, quality, and assurance across corporate health and safety frameworks.
  • Lead on monitoring health and safety management performance and audits.
  • Develop key objectives and performance measures for health and safety.
  • Champion collaboration and continuous improvement to share best practices and encourage innovation.
  • Drive change, shape corporate strategy, and represent the Council on health and safety matters.
  • Implement ISO 45001 and other Organisational Health and Safety Standards within the organisation.

Requirements

  • Extensive experience implementing ISO 45001 and other occupational health and safety management standards.
  • Strong track record of embedding integrated safety frameworks that drive consistency, engagement, and continuous improvement.
  • Substantial experience implementing these standards within large and complex organizations, ideally in the public sector.
  • Qualified ISO 45001 Lead Auditor with experience leading audits, producing detailed reports, and supporting services to implement recommendations.
  • Analytical and detail-focused with the ability to assess and prioritize health and safety risks.
  • Strong Health and Safety management system review experience.
  • Forward-thinking approach with an interest in how technology can enhance safety management.
  • Integrity, professionalism, and commitment to high standards.
  • Ability to build trust, coach others, and foster a culture where health, safety, and wellbeing are shared priorities.

Salary/Compensations

  • £56,436 - £76,872 per annum
  • Salary negotiable depending upon experience
