About the Role
Shape the future of our borough through high-quality property transactions and development advice. Your expertise will help the Council make smart property decisions, unlock development opportunities, and protect the long-term value of our estate, shaping Kensington and Chelsea’s unique landscape.
Responsibilities
- Manage a range of property transactions, including acquisitions, disposals, and development opportunities.
- Ensure projects meet professional standards, comply with regulations, and deliver best value for the Council.
- Carry out valuations across the Council’s diverse portfolio (homes, commercial, mixed-use sites).
- Undertake feasibility studies assessing planning constraints, construction issues, and financial viability.
- Advise colleagues and external partners on development viability, planning matters, and property law.
- Support the Social Investment and Property team with development and investment advice.
- Negotiate terms for acquisitions and disposals.
- Manage transactions from start to finish.
- Conduct market research to stay ahead of trends.
- Produce valuations for Right to Buy, lease extensions, disposals, and investment decisions, adhering to RICS standards.
- Prepare clear and accurate reports for senior stakeholders, including briefing papers and Key Decision reports.
- Draft contracts and procurement documents.
- Appoint and manage specialist consultants.
- Oversee development projects through to completion.
- Monitor risks, track progress, and report updates to Lead Members and senior officers.
Requirements
- Must be a Member or Fellow of the Royal Institution of Chartered Surveyors (RICS).
- Proven experience carrying out valuations across residential, commercial, and industrial property.
- Experience producing feasibility studies that assess financial, planning, and environmental factors.
- Experience managing the full lifecycle of acquisitions and disposals.
- Experience preparing and submitting planning applications.
- Strong negotiation skills.
- Ability to build positive working relationships with a wide range of partners.
- Excellent analytical skills.
- Strong financial modelling capability.
- Good understanding of property legislation, planning law, building regulations, and procurement processes.
- Experience interpreting data to identify trends, opportunities, and risks.
- Proactive, collaborative, and highly organised.
- Confidence to take initiative and manage multiple deadlines.
- Strong written and verbal communication skills.

Salary/Compensations
- New hires will start at the minimum of the advertised salary range.
