About the Role

Goldbelt Glacier is accelerating healthcare delivery and providing superior force health readiness across the military, federal, and civilian landscapes. This role supports the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries in Japan.

Responsibilities

  • Review clinical results daily for errors and acceptability.
  • Review, write, and edit operating instructions.
  • Manage document control for forms, operating instructions, and job aids.
  • Direct the staff competency program, including initial, 6-month, and annual training with documentation.
  • Manage the Laboratory’s proficiency survey program with the accrediting agency.
  • Review quality control results and preventive maintenance.
  • Compile monthly data and quality assurance reports.
  • Review and/or compile validation studies.
  • Assist Laboratory leadership with preparation for regulatory inspections.
  • Calibrate and troubleshoot analyzers as needed.
  • Perform high complexity testing.
  • Teach high complexity testing to staff.
  • Review Transfusion Services work and documentation.
  • Serve as Technical Supervisor for Laboratory and Technical Consultant for Transfusion Services.
  • Provide consultation and/or training between staff, patients, providers, and other hospital care workers.
  • Interface with the Laboratory Medical Director.
  • Manage the prescribed Quality Control (QC)/CAP programs.
  • Enforce compliance with regulatory standards of the JC, CAP, FDA, DHA, and AF.
  • Participate in required equipment, in-service training, and continuing medical education.
  • Ensure a safe work environment and employ safe work habits.
  • Prepare and submit trend analysis reports requested by the Functional Requirements Evaluator Designee (FRED).
  • Maintain and provide monthly statistical reports to oversight committees and functions.
  • Conduct orientation of all new personnel to the laboratory.
  • Prepare all documentation to meet or exceed established standards of the MTF.
  • Ensure complete patient identifying information is on all documentation that is to become part of a health care record.

Requirements

  • Knowledge of computer operations and proficiency in basic word processing, data entry, and automated medical records.
  • Proficient in operation of standard office equipment.
  • Knowledge of medical privacy and confidentiality (HIPAA), Joint Commission (JC), and Clinical Practice Guidelines (CPGs).
  • Ability to communicate effectively both orally and in writing.
  • Skillful and tactful communication with patients who may be physically or mentally ill, uncooperative, fearful, emotionally distraught, and occasionally hostile.
  • Knowledge and experience with software and databases employed at the MTF (e.g., Microsoft Office, Excel, PowerPoint; and MHS Genesis).
  • Knowledge, skills, and computer program literacy to collect and analyze data.
  • Knowledge and experience in Patient Advocacy, Patient Privacy, and Customer Relations.
  • Organization, problem-solving, and communication skills to articulate medical requirements professionally.
  • Familiarity with Department of War (DoW), U.S., non-profit healthcare systems and organizations is desired.
  • Fluent and clear English speaking, reading, writing, and understanding.
  • TOEIC score of at least 900 or equivalent certificate is required for non-native English speakers.
  • Hold a Doctoral Degree in Medicine or Osteopathy in the United States; and is certified in both anatomic and clinical pathology by the American Board of Pathology or the American Osteopathic Board of Pathology.
  • Have earned a master’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least two (2) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working.
  • Have earned a bachelor’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least four (4) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working.
  • Undergo competency evaluation by the Laboratory Flight Commander upon initial assignment, after six (6) months of hire, and annually.
  • At least two (2) years of experience in transfusion services and/or microbiology services and certification as a Medical Laboratory Scientist by the ASCP or a Medical Technologist by the AMT is preferred.
  • A thorough understanding of the military lifestyle and experience working with military family members is preferred.
  • Working knowledge of relevant military, state, federal, and local laws and resources is preferred.
  • Highly developed written, oral, and presentation communication skills are preferred.
  • An active security clearance is preferred.
