About the Role

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our Bay Area team. This role will support the delivery of cost consultancy, project management, and program management services across a diverse portfolio of large-scale construction, commercial real estate, advanced technology, life sciences, and infrastructure projects. The ideal candidate will have experience managing project costs throughout the full project lifecycle, partnering with clients, consultants, contractors, and project teams to drive commercial success, mitigate risks, and deliver value. As part of our growing team, you will support the successful delivery of complex capital projects while promoting Turner & Townsend's purpose and values.

Responsibilities

  • Advise clients on strategies, manage vendor prequalification, assess proposals and bids, and make final recommendations.
  • Manage estimating services, including developing project estimates, reviewing junior team members' estimations, presenting estimates and value engineering recommendations to clients, and validating costs with vendors.
  • Manage cost reporting by establishing schedules, reviewing cost reports and forecasts, presenting project budgets and spend forecasts to clients, developing risk registers, and hosting project team meetings.
  • Manage cost control processes, including reviewing payment applications, recommending contractor entitlements, reviewing change order requests, and managing disputes.
  • Manage and monitor the invoicing process.
  • Benchmark performance against other projects across various construction sectors.
  • Manage final accounting processes, post-contract audits, and account close-outs.
  • Conduct post-contract reviews with clients to establish lessons learned and develop training materials.
  • Develop procedures for project handover.
  • Utilize Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software for all duties.
  • Adhere to SOX control responsibilities where applicable.

Requirements

  • Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field.
  • Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
  • Experience supporting cost management on medium or large-scale construction and capital improvement projects.
  • Experience supporting commercial real estate, corporate workplace, life sciences, advanced technology, infrastructure, or other complex construction projects is preferred.
  • Construction consultancy experience is strongly preferred.
  • Good knowledge of construction industry technical matters, including different procurement routes, value management, and value engineering.
  • Strong communication and stakeholder management skills.
