About the Role

Turner & Townsend seeks an experienced Cost Manager/Quantity Surveyor to serve as the primary client interface, delivering value-added cost management services for large-scale data center construction projects. This role requires strong communication skills, self-motivation, and the ability to lead and promote company values.

Responsibilities

  • Estimating and negotiating change orders throughout the construction lifecycle.
  • Provide estimate and cost planning, including producing and presenting the final cost plan.
  • Review and participate with the design services team and general contractor in the development of cost estimates.
  • Reconcile changes and assist the general contractor to ensure data accuracy.
  • Communicate with the general contractor and owner/project manager to gather status information for cost estimate updates.
  • Prepare written comments to the general contractor’s submissions, including the executive summary.
  • Coordinate all sources of cost information for cost discussions and suppliers.
  • Inform and drive engineering priorities based on cost impact.
  • Proactively resolve scheduling issues with minimal supervision.
  • Manage cost checks and carry out valuations on larger projects, ensuring timely and accurate processes.
  • Participate effectively with post-contract cost variances and change control processes.
  • Manage cost impact, contingency management, and commitment tracking logs.
  • Prepare funding data presentations and coordinate value engineering sessions with stakeholders.
  • Develop cost plans and estimates through the design phase, delivering updated cost plans at appropriate milestones.
  • Provide commercial input to design optioneering and value engineering exercises.
  • Review contractor and subcontractor pricing and lead negotiations on behalf of the client.
  • Perform quantity surveying, cost controls, and change management activities throughout the project lifecycle.
  • Ensure effective management of post-contract cost variances and change control processes.
  • Ensure effective management of cost auditing and valuation work with robust validation processes.
  • Carry out the production of monthly cost reports for client presentation.
  • Ensure timely negotiation and agreement of final accounts.
  • Compile built cost estimate records for benchmarking purposes.
  • Identify, coach, and mentor team members to support development and success.
  • Display leadership and service delivery aligned with Turner & Townsend standards.
  • Manage financial performance, including tracking margins, forecasts, and reporting.
  • Implement and maintain internal business systems, tools, and delivery methodologies.
  • Promote a collaborative, one-business culture across teams and stakeholders.
  • Adhere to SOX control responsibilities where applicable.

Requirements

  • Minimum 5–7 years of relevant experience in cost management within the construction industry.
  • Experience leading cost management on medium to large construction projects.
  • Excellent communication and stakeholder management skills.
