About the Role
The Employee Relations Division (ERD) of the Department of Human Resources is responsible for negotiating with labor organizations representing City and County of San Francisco employees. This role involves bargaining over collective bargaining agreements, administering labor contracts, providing contract interpretation, investigating grievances, and conducting labor transactions. The position supports upcoming labor contract negotiations.
Responsibilities
- Assists in the negotiation process by providing information for the Chief Negotiator and serving as note-taker.
- Prepares written summaries and various employee relations data, including benefits, salaries, unit facts, and grievance experience.
- Gathers, prepares, and analyzes technical and statistical data for labor agreement negotiation, grievance processing, mediation, arbitration, and fact-finding.
- Explains provisions of memoranda of understanding, resolutions, and policies to personnel staff and management.
- Prepares routine correspondence and reports.
- Assists in the preparation of memoranda of understanding and other documents.
- Responds to routine inquiries related to City and County salaries, benefits, and memoranda of understanding.
- Provides information on employee relations policies and procedures.
- Assists with investigations related to salaries and benefits, including conducting surveys.
- Assists in the preparation of resolutions, memoranda of understanding, and other documents for the Board of Supervisors.
- Assists in the implementation of negotiated memoranda of understanding.
- Gains knowledge of labor law and current trends in employee relations.
- May conduct meet and confer sessions with labor organizations.
- Performs related duties and responsibilities as assigned.
Requirements
- Possession of a Bachelor's Degree from an accredited college or university.
- Professional personnel experience performing duties equivalent to City class 1280 Employee Relations Representative may substitute for the required education on a year-for-year basis.
- Experience in City classes other than 1280 must be documented in accordance with Civil Service Commission Rule 109.
