About the Role

The Data Analyst III performs moderately complex data analysis, statistical modeling, visualization, and reporting to support program, policy, and financial decision-making within the Long-Term Services and Supports (LTSS) section of the Provider Finance Department (PFD). This role involves consulting with internal teams, integrating diverse data sources, resolving data anomalies, and communicating findings to both technical and non-technical audiences.

Responsibilities

  • Performs moderately complex data analysis, financial modeling, and visualization.
  • Collects, integrates, queries, cleans, and analyzes large and complex data sets using SQL, MS Excel, SAS, Python, or R.
  • Builds and maintains dashboards and visualizations to identify significant differences, patterns, and trends.
  • Supports moderately complex calculations and financial modeling for rate methodology development, fiscal estimates, and utilization analyses.
  • Assists in cost report development.
  • Ensures data quality and integrity improvement.
  • Assists in developing standards, usage guidelines, and procedures for data analysis tools and software.
  • Develops and implements data and reporting standards to improve consistency, repeatability, and auditability of analyses.
  • Establishes and maintains standard work procedures governing the appropriate use of data and reporting artifacts.
  • Reviews the work of colleagues for accuracy, completeness, and conformance with standards.
  • Identifies data gaps, errors, anomalies, inconsistencies, and redundancies.
  • Contributes to internal and external stakeholder outreach and communication initiatives.
  • Collaborates with teams to respond to requests for information related to rates, services, providers, funding, and utilization.
  • Develops concise reports and presentations to interpret results and make recommendations.
  • Participates in departmental learning initiatives and presents analyses.
  • Communicates data insights using clear language and appropriate visual formatting.
  • Facilitates data model development and automation.
  • Assists in the development of data models and data management and analysis tools.
  • Evaluates data management and analysis tools and provides input on adoption.
  • Facilitates automation and efficiency initiatives.
  • Ensures timely project completion.
  • Ensures work products meet deadlines and quality expectations.
  • Ensures conformance to departmental needs, standards, and best practices.
  • Is available to answer questions and assist others.
  • Performs other related work as assigned.

Requirements

  • Graduation from an accredited four-year college or university.
  • At least 1 year of experience in data analysis, research, compilation, and/or reporting, related to public health or medical billing data (e.g., Medicaid, Medicare, service utilization and reimbursement, provider enrollment).
  • At least 4 years of experience with data analytics.
  • Knowledge of statistics, data set analysis, running queries, report writing, presenting findings, and record keeping, including security procedures for handling, protecting, and distributing confidential data.
  • Knowledge of data models, database design development, data mining, and segmentation techniques.
  • Skills in the use of a computer and applicable software, conducting data searches, evaluating and translating large amounts of data, and critical thinking.
  • Skill in analyzing problems and devising effective solutions.
  • Ability to compile, review, and analyze data, prepare reports, maintain accuracy and attention to detail, and communicate effectively.
  • Preferred: knowledge of Texas Medicaid reimbursement policy/rules and experience with Health and Human Services data; strong analytical mindset when working with large government program data.
