About the Role

The Head of Regional Engineering leads and develops Savills' regional engineering function, ensuring effective management, performance, and compliance of building engineering services across a diverse property portfolio. This role provides strategic direction and technical leadership, overseeing best practices, operational resilience, statutory compliance, asset management, and sustainability initiatives while maintaining high service standards for clients and occupiers. The Head of Regional Engineering collaborates with Property Management teams, clients, consultants, and service partners to drive engineering excellence through governance, contract management, risk mitigation, budget oversight, and long-term asset planning. The position is accountable for developing regional engineering capability, implementing consistent processes and standards, and ensuring critical infrastructure is maintained to the highest levels of safety, performance, and reliability. This senior engineering authority provides expert technical guidance, supports business growth, and aligns engineering services with operational standards, client expectations, and strategic objectives.

Responsibilities

  • Oversee, organize, and attend monthly meetings with associated service partners.
  • Review contractor reports, proposals, and KPIs.
  • Ensure maintenance contracts are in place and be involved in renewals and variations.
  • Monitor, analyze, and interpret the correct functioning of plant and systems via the Building Management System (BMS) or other means.
  • Carry out random checks of critical plant operation and report via the correct platform, escalating where required.
  • Conduct regular audits and inspections of all plant, related areas, and equipment to ensure maintenance and statutory compliance meet business and client expectations, managing risks accordingly.
  • Review planned maintenance and reactive maintenance to ensure risks to critical infrastructure are managed within acceptable limits, maintaining resilience.
  • Attend site during annual power downs and essential works as necessary.
  • Be available to attend site as necessary in the event of any emergency work or call outs.
  • Ensure compliance with all current legislation and recommended business standards.
  • Verify contractor risk assessments, insurance, and accreditations are up to date and relevant.
  • Ensure Pressure Vessel Written Scheme is up to date.
  • Ensure contractor Emergency Lighting log records are up to date.
  • Manage water treatment regimes, ensuring Water Treatment Manuals are up to date.
  • Ensure all statutory inspections are carried out by the due date and manage/monitor progress of actions.
  • Ensure accurate reporting via the business risk management system, demonstrating risk management and providing an audit trail.
  • Provide day-to-day technical and operational support to Property Managers, the wider property management team, and occupiers.
  • Support building management with the Permit to Work system and check method statements.
  • Liaise with building management and occupiers regarding operational and technical matters, including plant shutdowns and works impacting operations.
  • Undertake regular audits of the maintenance program.
  • Review call out sheets and investigate as necessary.
  • Review CAFM system, including both PPM and reactive works.
  • Carry out random verification of PPM works.
  • Prepare and manage engineering service charge budgets, including procurement.
  • Scrutinize all remedial work quotes and ensure financial soundness and best interest for the site.
  • Prepare relevant specifications, raise orders/instructions/contracts, and verify invoices.
  • Help manage Environmental and Energy Conservation Programmes, ensuring optimum energy usage.
  • Advise on potential problems, improvements, and possible savings.
  • Analyze monitoring & targeting reports and take necessary action.
  • Analyze and manage engineering data/reports, ensuring appropriate action/follow-up.
  • Identify and agree specialist internal consultant roles and review consultant briefs regularly.
  • Manage other audit reports, review actions/progress, and monitor monthly.
  • Implement, manage, and develop the Elogbooks planned maintenance system, ensuring accuracy of information, plant history, drawings, and technical data.
  • Develop and maintain the base building asset register.
  • Review and develop site-specific maintenance tasks.
  • Ensure drawings and O&Ms are updated to reflect system changes.
  • Develop, implement, and maintain site-specific plant replacement programs.
  • Produce and ensure engineering service specifications, contracts, and documentation accurately represent service requirements and are executed per business guidelines.
  • Assist in the preparation of contract documentation, including tender documents, agreements, and specifications.
  • Manage tendering procedures, including analyzing tenders and post-tender interviews.
  • Manage contractors closely during mobilization and through to completion.
  • Ensure electronic security systems are fully operational and maintained per manufacturer guidance, best practice, and occupier requirements.
  • Report on concerns relating to plant operation.
  • Liaise with the Engineering and Design consultancy Systems Department as required.
  • Ensure engineering standards executed in building management are commensurate with Board-promoted standards and detailed in operations manuals.
  • Attend quarterly occupier performance presentations and Green meetings.
  • Ensure property management is regularly appraised of new developments or problematic issues.
  • Work closely with the building management team in resolving tenant technical issues/queries.
  • Be familiar with planned and ongoing projects and oversee work during the program.
  • Advise the surveyor and Property Manager immediately of any potential threats, reputational damage, major incidents, or accidents resulting from technical building issues.
  • In partnership with the Property Manager, report on any occupier-related issues or issues involving the HSE or EHO.

Requirements

  • Previous experience of contract management is essential.
  • Knowledge of compliance with current legislation, including water quality, statutory maintenance tasks, lift inspection, and Health and Safety is essential.
  • Understanding of technical operations of plant and how equipment operates.
  • Experience of compliance and implementing a Permit to Work system.
  • Experience and knowledge of SFG 20 or PPM.
  • Experience with CAFM systems, including setup and maintenance.
  • Knowledge of managing budgets and compiling reports.
  • Ability to review data and utilize it to enable the best outcomes.
  • Experience working across teams, including internal teams, clients, and service providers.
  • Knowledge of processes such as the tender process and mobilization.
  • Experience of ensuring processes and guidelines are adhered to in line with required standards.
