About the Role

Lead financial control and commercial oversight for Sovereign AI's Japan portfolio of data centre construction projects. Establish the cost management framework from budgeting through to delivery, managing external consultants and quantity surveyors. Shape cost control for a fast-growing sovereign infrastructure business.

Responsibilities

• Establish and roll out standardised cost control frameworks across all data centre developments, covering budgeting, cash flow forecasting, payment certification, change management and executive reporting.
• Maintain oversight of total capital expenditure across multiple simultaneous projects, ensuring alignment with approved budgets and corporate financial goals.
• Direct and manage third-party cost consultants and quantity surveyors, holding them accountable for output quality and adherence to company standards.
• Build and track portfolio-level cash flow models, delivering reliable monthly and quarterly forecasts to support treasury and capital allocation.
• Lead structured value engineering and change control processes to optimise build costs without compromising quality or redundancy.
• Produce monthly financial reports, executive dashboards and risk assessments covering budget variances, committed costs and forecast-at-completion.
• Collaborate with procurement teams on trade package evaluation and benchmarking of key data centre cost metrics.
• Navigate Japan's General Contractor market dynamics, Design-Build procurement preferences and local contracting practices.

Requirements

• Experience of senior commercial management, quantity surveying or project controls experience on large-scale, mission-critical or complex infrastructure projects; data centre experience preferred.
• Proven track record managing external consultancy teams and holding third-party suppliers accountable to rigid KPIs.
• Advanced experience in construction financial modelling, cost database management, cash flow forecasting and value engineering.
• Familiarity with the Japanese construction market and local negotiation approaches.

Skills

• Advanced proficiency in enterprise cost control platforms (e.g. CostX, Primavera Unifier, Procore or bespoke ERP systems) and Excel/Power BI analytics.
• Strong grasp of Japanese market nuances, including local power authority approvals, seismic cost drivers and high-voltage grid connection budgets.
• Clear, confident stakeholder management across contractors, consultants and internal teams.
• Business-level Japanese (JLPT N1/N2 equivalent) for daily communication with local vendors and contractors.
• Professional working proficiency in English for regional coordination and global reporting.
