About the Role
Leads, manages, and coordinates the design delivery of buildings, stations, and other transit projects within the Capital Delivery Department. This role provides oversight of design consultant teams and ensures the delivery of value and quality in design to fulfill the agency’s mission.
Responsibilities
- Leads a technical team of subject matter experts and inspires creativity to solve design problems.
- Supervises, coaches, trains and motivates staff; Supports work force planning efforts for the project.
- Manages multiple smaller scale transit related designs including architectural, civil, traffic, track, structural, geotechnical, landscaping, ventilation, station electrical, lighting, transit-oriented development, and urban design efforts.
- Provides cross departmental program, design and requirements coordination with Operations, Passenger Experience, the Project Management Office, and IT.
- Administers and manages design consultant contracts, including developing scopes of work, peer reviews, design reviews, contract packaging, schedules, budgets, construction support, and risk assessments.
- Accountable for technical resolution of milestone design submission comments through collaboration with project design teams and stakeholders.
- Supports the development and negotiation of agreements and permits with third parties.
- Accountable for design support during construction including design contract management, error and omissions recommendations, resolution of non-conformance issues related to design, and change management of design-related issues.
- Provides support to the department/division and others as directed.
- Prepares staff reports and other necessary correspondence to Sound Transit leadership.
- Attends and participates in professional group meetings.
- Maintains awareness of new trends and developments in the fields related to area of assignment.
- Ensures processes, policies and practices are interpreted and applied consistently and effectively.
- Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Requirements
- Bachelors degree in Civil Engineering, or Architecture, or related field.
- Five years of experience in civil/structural engineering design and construction.
- Three years of leadership, budgetary, planning and workforce management experience, preferably in a rail or transit related environment.
- Professional Civil Engineer license or Professional Architect license issued by the State of Washington.
- Advanced understanding of principles and practices of managing professional design services and project design development.
- Strong knowledge of application of Federal, State, and local policies, laws and codes and regulations.
- Advanced knowledge of principles of project management.
- Knowledge of operations, services, and activities of transit engineering, site civil and construction programs.
- Knowledge of obtaining design consulting services and contracting methods including developing scopes of work, reports, studies, cost estimates, plans, and specifications.
- Knowledge of contract and procurement strategies and alternative contract forms such as GCCM and (progressive) design-build and associated management principles.
- Excellent oral and written communication skills to concisely and accurately convey technical information to others.
- Strong public speaking skills and the ability to represent the Agency at public meetings and Sound Transit Executive Leadership and Board meetings.
- Supervisory and team leadership skills.
- Ability to perform negotiations and partner with local jurisdictions and agencies, utilities, contractors, and community groups.
- Ability to prepare, review, interpret, analyze, and modify complex engineering plans, drawings, specifications, contract documents, and engineering reports.
- Ability to apply advanced project management and contract management techniques and principles.
- Ability to utilize personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Excellent ability to collaborate with others by establishing and maintaining effective working relationships.
- Ability to interpret and administer policies and procedures.
- Ability to work independently and demonstrate effective time management skills.
- Ability to effectively manage, prioritize, and delegate workload among assigned resources.
