About the Role
The Program Coordinator (PC) provides programmatic and clinical leadership for the Bronx affordable and supportive housing program. The PC ensures regulatory compliance, supervises case management staff, maintains high-quality resident-centered services, and supports housing stability outcomes. This role balances clinical oversight, staff supervision, quality assurance, and operational coordination in alignment with Housing Works' mission, values, and funder requirements.
Responsibilities
- Provide leadership and oversight of all programmatic and clinical operations to ensure compliance with applicable funder regulations, agency policies, and best practices in supportive housing.
- Provide documented supervision and professional development to Housing Case Managers and related program staff.
- Provide leadership in crisis intervention and direct resident support as needed, especially around promoting housing stability and safety.
- Represent the program at interdisciplinary meetings, treatment planning sessions, and related events.
- Ensure timely completion of resident assessments and service plans within 30 days of admission, with updates completed in accordance with funder requirements.
- Serve as the primary point of contact for funders during scheduled site visits, audits, and program reviews.
- Coordinate internal data collection and collaborate across teams to ensure comprehensive and high-quality reporting.
- Prepare materials and presentations for funder meetings and site visits.
- Maintain program occupancy at or above 95% by actively managing vacancies and ensuring timely unit turnover.
- Lead vacancy tracking and coordinate with intake and referral sources to ensure consistent unit fill.
- Facilitate quarterly community meetings and support an active Resident Advisory Board.
- Complete required internal activity forms and maintain accurate resident records for admissions, income updates, and discharges.
- Support recruitment of staff, including interviewing, making hiring recommendations, and identifying training needs to implement capacity building initiatives.
- Provide structure and accountability in alignment with agency policies and procedures, including the Residential Code of Conduct.
- Conduct weekly documented supervision and provide ongoing support to applicable program staff.
- Review and approve resident assessments, service plans, case conference documentation, and progress notes to ensure quality, accuracy, resident-centered engagement, and compliance.
- Coach staff in harm reduction, trauma-informed care, professional boundaries, motivational interviewing, and crisis intervention.
- Conduct internal audits of resident charts to ensure accuracy and compliance with applicable funder and agency requirements.
- Ensure accurate and timely data entry into all required electronic case management and reporting systems, maintaining complete and compliant records for admissions, income changes, service plans, inspections, and discharges in alignment with applicable funder data quality standards.
- Develop recreational and community-centric activities and events to support the residents in the program.
- Foster a safe, equitable, and inclusive program environment in partnership with agency leadership.
- Actively participate in advocacy and direct actions aligned with Housing Works' mission to end homelessness and HIV/AIDS.
- Performs other related duties as assigned.
Requirements
- Licensed Master Social Worker (LMSW), Licensed Mental Health Counselor (LMHC), or equivalent degree preferred.
- Background working with people who have experienced homelessness strongly preferred.
- Demonstrates strong ability to review and provide constructive feedback on case manager documentation and resident engagement, ensuring best practices are followed in home visits, assessments, service plans, progress notes, and case conferences.
- Provides supportive, yet directive, supervision, coaching staff in harm reduction, trauma-informed care, motivational interviewing, addressing Activities of Daily Living (ADLs), and crisis intervention.
- Proficient in Microsoft Office with demonstrated ability to write, assess, and evaluate program performance and staff effectiveness.
- Maintains a thorough understanding of HUD supportive housing requirements, documentation standards, and quality assurance protocols.
- Guides staff in de-escalating resident crises while ensuring safety, stability, and resident well-being.
- Identifies staff development needs and implements strategies to strengthen skills and professional growth.
- Demonstrates reliability and adaptability in responding to program priorities and changing resident needs.
- Effectively prioritizes responsibilities, meets deadlines, and manages multiple tasks in a fast-paced environment.
- Communicates clearly and professionally in both written and verbal formats for staff supervision, compliance reporting, and stakeholder engagement.
- Works cooperatively across departments (QA, Finance, Housing Leadership) and with external partners to address program and resident needs.
- Demonstrates awareness, sensitivity, and respect for the diverse cultural backgrounds of residents and staff, integrating these perspectives into service delivery and supervision.
- Promotes inclusion, equity, and empowerment through resident-centered approaches and culturally responsive care.
- Actively supports Housing Works' advocacy initiatives, contributing to the agency's mission to end homelessness and HIV/AIDS.
- Skilled in Microsoft Office and other case management systems to support program operations and compliance.
- Bilingual proficiency in Spanish strongly preferred.
- Ability to engage residents with substance use and mental health challenges in a way that builds trust, promotes stability, and supports individualized goals.
- Ability to engage residents in their homes when hoarding behaviors and ADL challenges are present, balancing safety requirements with dignity, autonomy, and trust-building.
- The Program Coordinator position is one which requires the staff person to be present in the program site 100% of the time.
- Occasionally expected to de-escalate tense, even hostile, client situations.
- Able to travel throughout New York City, including regular use of public transportation.

- $70,000 - $80,500 yearly
