About the Role

At Hammersmith & Fulham, we are committed to making walking, wheeling and cycling the easiest and most attractive ways to travel, while supporting our ambition to tackle the climate and ecological emergency. This role will lead programmes that improve streets, remove barriers to active travel, and make everyday journeys safer, more accessible, and more sustainable. It's an opportunity to turn strategy into delivery across one of London’s most ambitious local authorities, leading a varied programme spanning walking, cycling, micromobility, cycle parking, school and workplace travel planning, behaviour change, and street improvements. You will also provide professional leadership and guidance to junior officers.

Responsibilities

  • Lead programmes that improve streets, remove barriers to active travel, and make everyday journeys safer, more accessible, and more sustainable.
  • Lead a varied programme spanning walking, cycling, micromobility, cycle parking, school and workplace travel planning, behaviour change, and improvements to the accessibility and connectivity of streets.
  • Provide professional leadership and guidance to junior officers, helping to set delivery and quality standards across the active travel programme.
  • Plan and deliver visible, connected improvements, including cycle hubs and parking, and docking stations.
  • Pilot new approaches, such as micromobility schemes, secure cycle parking, and cargo bike initiatives.
  • Conduct targeted engagement designed with residents, schools, businesses, and community organisations.
  • Build strong partnerships with Transport for London, operators, businesses, and community partners.
  • Use data and insight to prioritise interventions, measure their impact, and clearly communicate progress to Members and senior officers.

Requirements

  • Substantial experience of delivering walking, cycling, and micromobility programmes.
  • Strong programme, budget, and contract management skills.
  • Sound understanding of active travel policy and design standards.
  • Ability to translate strategy into high-quality, deliverable schemes.
  • Excellent stakeholder and communication skills.
  • Experience of mentoring officers, quality-assuring work, and driving continuous improvement.
