About the Role
This position is within the Asset Management unit of the Transportation Services Division, focusing on environmental requirements for transportation infrastructure assets and ensuring compliance with legislation and policies. The Senior Environmental Project Manager will lead the Contaminated Right-of-Way Management Program team, overseeing environmental aspects of asset acquisition, operation, and maintenance.
Responsibilities
- Implements detailed plans and procedures for the Contaminated Right-of-Way Program and system-specific requirements.
- Supervises, motivates, and trains assigned staff to ensure effective teamwork and high standards of work quality.
- Conducts research on developments within the field, corporate policies, legislation, and government initiatives.
- Provides input for the annual operating budget, ensuring expenditures are within approved limits.
- Manages and leads project development, assessing funding, schedule, and scope requirements.
- Leads divisional staff, contractors, consultants, and stakeholders in managing contaminated lands within public road rights-of-way.
- Provides confidential strategic support to the Division and Legal Services regarding agreements, negotiations, litigation, and regulatory issues.
- Handles confidential and sensitive information affecting divisional operations, assets, resources, litigation, and environmental legislation.
- Assists the Manager of Asset Management in formulating guidelines, procedures, and priorities for managing contaminated lands and associated risks.
- Identifies, develops, and establishes implementation strategies, plans, and policies for protecting and improving soil and groundwater quality on City roads.
- Develops and maintains professional relationships, providing independent advice on resolving contaminated soil and groundwater issues.
- Provides technical oversight and direction to Contaminated Right-of-Way Program staff.
- Provides technical assistance within the Division to identify activities impacted by contaminated rights-of-way.
- Assists the Manager with scheduling and reviewing assigned work within the Asset Management unit.
- Reviews and advises on business processes, staffing, technology, business relationships, and deliverables for the Asset Management unit.
- Assists the Manager with payment approvals and ensures contract administration complies with policies and procedures.
- Ensures City's public realm and road rights-of-way comply with environmental legislation for public, employee, and contractor safety.
- Develops comprehensive programs for managing City's public realm and road right-of-way with Ministry of the Environment and Climate Change (MOECC) Certificates of Property Use (CPU).
- Ensures regulatory compliance with provincial environmental legislation.
- Develops annual environmental compliance reports for senior management.
- Reviews and evaluates environmental site assessment reports in accordance with O. Reg. 153/04.
- Reviews existing and develops new environmental provisions for cut permits and other agreements.
- Liaises, consults, and negotiates with City staff, council members, and external agencies on environmental issues.
- Represents the Division on contaminated lands issues with other Divisions, Agencies, governments, and the public.
- Ensures excellent customer service is provided to internal and external clients.
Requirements
- Post-secondary degree in an environmental program or equivalent combination of education and experience.
- Considerable experience in environmental project management, environmental contract administration, and environmental legislative compliance.
- Considerable experience as a program leader, including service delivery, financial, and project management within a team environment.
- Considerable experience in planning, engaging, supervising, and directing employees.
- Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Access, ArcGIS Pro) and database applications.
- Knowledge of Environmental Management System principles and Environmental Site Assessment standards (O. Reg 153 and CSA) and guidelines.
- General knowledge of air, soil, and groundwater issues.
- Highly developed interpersonal skills with the ability to communicate effectively orally and in writing.
- Sound judgment in public and personnel relations.
- Ability to work effectively with colleagues, provincial officials, consultants, solicitors, and clients.
- Familiarity with government legislation in occupational health and safety, Employment Standards Act, and other relevant legislation.
- Certification as a Qualified Person (as per O. Reg. 153/04, and 511/09) is an asset.
