About the Role
Perform scientific or engineering tasks for environmental compliance, permitting, pollution prevention, or management programs. Assist in developing and implementing environmental management projects, studies, or surveys. Prepare, review, and contribute to technical plans and documents related to environmental fields such as air pollution, waste management, water pollution, and wetlands. Collect and analyze data, conduct research, and develop action plans for pollution issues. Conduct technical inspections to evaluate pollution sources and ensure regulatory compliance. Review permit applications and provide recommendations. Draft correspondence and collaborate with partners and stakeholders. Provide technical and scientific advice and maintain records and databases.
Responsibilities
- Perform various scientific or engineering tasks necessary for environmental compliance, permitting, pollution prevention, or management.
- Implement and conduct programs and projects related to environmental control.
- Assist in the development and implementation of projects, studies, or surveys in environmental management.
- Prepare, review, or contribute to clear, technically sound, and scientifically accurate technical plans and/or documents.
- Collect and analyze data, conduct research, and develop action plans related to environmental pollution.
- Conduct technical inspections of sources to evaluate pollution and ensure compliance with regulations.
- Provide technical advice for solving environmental problems.
- Review permit applications and other technical documents for completeness and conformance to policies and regulations.
- Make recommendations for acceptance, modification, or disapproval of permit applications.
- Recommend enforcement action when necessary to achieve compliance.
- Draft technical correspondence and communication.
- Collaborate with partners and stakeholder groups on cooperative projects.
- Review reports, investigations, and studies, interpret findings, and prepare written reports.
- Provide technical and scientific advice to the department or external stakeholders.
- Establish and maintain records, databases, or files.
Requirements
- Knowledge of basic principles, practices, procedures, and technology for environmental preservation, protection, and restoration.
- Working knowledge of state laws and regulations related to environmental protection.
- Ability to interpret and apply state environmental laws and regulations.
- Ability to conduct research on the identification, causes, and effects of pollution.
- Ability to prepare scientifically accurate reports on environmental programs.
- Ability to develop technical plans for environmental programs.
- Ability to gather and analyze technical and/or statistical data.
- Ability to communicate effectively both orally and in written form.
- Ability to establish and maintain effective working relationships with associates, other government officials, stakeholders, and partners.
- Ability to engage in field work as required.
- Requires close collaboration with the Center for Drinking Water Quality (DWQ) rule managers and engineers.
- Ensure compliance with the Safe Drinking Water Act and Rhode Island Rules and Regulations Pertaining to Public Drinking Water.
- Track compliance activities using the Safe Drinking Water Information System (SDWIS) database.
- Write and track Notices of Violations, public notifications, and other compliance notices.
- Assist public water system owners and operators with understanding compliance requirements.
- Oversee Consumer Confidence Report and Public Notice rules.
- Requires frequent verbal and written communication with coworkers, regulated entities, and water quality laboratories.
- Requires attention to detail, organization, and proficiency or ability to learn databases and programs like SDWIS, ACCESS, and Excel.

Salary/Compensations
- $73,210.00 - $82,203.00
