About the Role
This is a promotional recruitment for current permanent civil service employees in the immediate lower-level classification (1052 Technology Analyst/Designer). The role oversees complex aspects of systems and services development and improvement, including needs analysis, cost-benefit analysis, system design, project planning, implementation, and post-implementation assessment.
Responsibilities
- Identify opportunities for improving business processes through automation.
- Assist in the preparation of proposals to develop new systems, interfaces, and business processes.
- Analyze business and user needs.
- Research and evaluate software on multiple platforms.
- Assist in developing success criteria for digital products and services.
- Determine service or system requirements.
- Develop or modify and document general system design.
- Write detailed design specifications.
- Conduct 'walkthroughs' for proposed solutions to system problems.
- Analyze the feasibility of and develop requirements for new systems and enhancements.
- Ensure system design fits user needs.
- Implement and enhance software.
- Develop, test, debug, and deploy new/modified programs.
- Provide technical support for digital products and services.
- Consult on application analysis.
- Troubleshoot system problems and implement solutions.
- Conduct system analysis and development or configuration for complex systems.
- Document new and modified systems and programs.
- Coordinate user training in new capabilities.
- Convert changes from test to production.
- Interface with users to determine system needs and requirements.
- Conduct research, interviews, and usability testing.
- Collect and analyze user feedback and service performance.
- Instruct users on newly implemented systems.
- Define system requirements.
- Design and code programs.
- Review the impact of system modifications on existing systems.
- Prepare or assist clients in preparing service requests to implement system changes.
- Determine the level of effort and cost of implementing service requests.
- Prioritize requests.
- Provide technical production support for on-line and batch systems.
- Assist with setting processing schedules.
- Update and produce reports.
- Coordinate with outside vendors and contractors.
- Define, assign, and evaluate vendor and contractor work.
- Determine database structure.
- Normalize data.
- Perform data conversion between platforms.
- Design, develop, and generate routine and ad hoc reports.
- Determine security levels for systems to ensure data integrity.
- Test database applications to assure functionality and effectiveness.
Requirements
- Current Permanent Civil Service City Employee in Class 1052, who has passed probation.
- Applicants do not need to have passed probation to apply, but they must have passed probation to be hired.
- Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
- One year of additional experience as described above may be substituted for the required degree.
- Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
