About the Role

This role provides integrated environmental, health and safety, and fire & life safety compliance support by leading programs within the Corporate Real Estate Management division. The position focuses on implementing, supervising, monitoring, auditing, and continually improving systems related to corporate and divisional environment, health, safety, and quality management.

Responsibilities

  • Designs, delivers, facilitates, and coordinates fire and life safety and health and safety training programs for various audiences.
  • Assesses and evaluates participants' skills, knowledge, and performance.
  • Conducts health and safety risk assessments to guide policy, program, procedure, and training development.
  • Develops, coordinates, implements, and maintains divisional programs and strategies.
  • Conducts research into assigned areas, considering field developments, corporate policies, legislation, and government initiatives.
  • Performs site inspections, risk assessments, and accident/workplace refusal investigations to identify hazards and determine corrective actions.
  • Supports Joint Health and Safety Committee functioning and reports on JHSC compliance activities.
  • Works proactively with divisional staff to develop, implement, maintain, and improve fire and life safety, health and safety, environment regulatory compliance, and quality management systems.
  • Provides management and staff with advice, direction, and support on voluntary and mandatory compliance tools.
  • Cooperates with People & Equity's Health and Safety Consultants for consistent interpretation and application of health and safety regulations and City policies.
  • Partners with other divisions on special events, media campaigns, and educational activities for fire prevention and health & safety awareness.
  • Establishes and maintains professional relations with City staff, management, and stakeholders.
  • Liaises with regulatory agencies, communicates requirements, and assists in developing and implementing corrective measures.
  • Provides technical expertise, advice, and support on regulatory compliance tools and systems.
  • Prepares analytical reports on compliance issues, performance, internal audits, risk management plans, and management requests.
  • Develops, plans, coordinates, and conducts internal audits, including developing audit programs and creating reports with findings and recommendations.
  • Provides input into the development, implementation, and maintenance of performance measurement indices and standards.
  • Administers assigned budget, ensuring expenditures are controlled within approved limits.
  • Participates in the selection and procurement of safety-related and environment-related tools and equipment.
  • Advises management on potential risks to staff, others, or the environment, and identifies compliance issues with recommendations for corrective actions.
  • Provides leadership in promoting a proactive risk management culture using standardized tools.
  • Interprets specific environmental and/or health & safety conditions using specialized knowledge.
  • Ensures consistency and application of safety and environmental policies and procedures, and fosters awareness of safety and environmental impact on operational risk.
  • Assists and escorts Regulatory Inspectors during workplace site inspections.
  • Creates and maintains a resource data bank for regulatory training needs.
  • Shares and exchanges knowledge and experience with peers and staff.

Requirements

  • Post-secondary education/training in occupational health & safety, adult education, fire & life safety, or equivalent combination of education and experience.
  • Considerable experience in training and development, including needs assessment, program design, delivery, facilitation, presentation, evaluation, and administration.
  • Experience assessing compliance, developing audit reports, and recommending action plans.
  • Considerable experience reading, applying, and interpreting the Occupational Health & Safety Act, Regulations, Standards, Fire Protection and Prevention Act, Ontario Fire Code, Building Code Act, Ontario Building Code, OFM Technical and Public Fire Safety Guidelines, and related standards & legislation.
  • Ability to utilize concepts of continuous improvement and best practice initiatives.
  • Ability to work with various software packages including MS Office (Word, Excel, Access, Visio, PowerPoint, MS Project, ELI, Adobe) and purchasing software systems (e.g., SAP).
  • Excellent verbal, written, and presentation communication skills.
  • Highly developed interpersonal, conflict resolution, analytical, and problem-solving skills.
  • Strong interpersonal skills with the ability to communicate effectively and maintain productive working relationships with managers, employees, union officials, and external stakeholders.
  • Ability to identify needs, initiate, coordinate, and manage projects, and implement solutions.
  • Good organizational skills, including the ability to prioritize and meet strict deadlines.
  • Proven consultation skills at all levels within an organization.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to influence others and apply assertiveness during presentations and recommendations.
  • Ability to support Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  • Possession of a valid Ontario Class "G" Driver's License and access to a personal vehicle for work is an asset.
  • Valid Canadian Registered Safety Professional (CRSP) certification is an asset.
  • Certified Registered Safety Professional (CRSP), ISO45001 (Occupational Health and Safety Management System), NFPA 1031 (Ontario AHJ), BCIN (Fire Protection and General Legal), Fire Alarm Technician Qualification from CFAA, Sprinkler & Fire Protection Installer Qualification from Ontario College of Trades certifications are considered assets.
