About the Role

FSRA is a financial services regulator committed to ensuring financial safety, fairness, and choice for Ontarians by protecting consumers through a principles-based approach. This role provides specialized forensic investigation expertise and team leadership for complex investigations to determine contraventions under provincial acts, acting as a Provincial Offences Officer or Special Constable.

Responsibilities

  • Leads the review and analysis of evidence related to non-compliance issues.
  • Interviews Compliance staff to gather information and assess investigation priorities.
  • Leads multiple complex investigations, forensic examinations, and reviews of sensitive situations, potential risks, or allegations of contraventions and fraud.
  • Evaluates and determines investigative objectives, strategies, methods, resourcing, and information gathering.
  • Collects and securely preserves relevant documents and records using investigative tools and techniques.
  • Applies investigative expertise, protocols, tools, technologies, methodologies, and questioning techniques for efficiency and effectiveness.
  • Ensures privacy and confidentiality throughout all investigation phases.
  • Weighs and analyzes evidence impartially to support investigation results and meet admissibility requirements.
  • Prepares formal investigative reports, briefing notes, memoranda, and analytical summaries for management and litigation purposes.
  • Conducts analysis and develops reports/statistics detailing multi-faceted information to demonstrate trends and patterns.
  • Coordinates and assists law enforcement partners on investigations with criminal ramifications.
  • Works with counsel to track investigations from intake to disposition.
  • Leads the development and drafting of court documentation and appears as a witness in proceedings.
  • Alerts management to control issues requiring expeditious action and informs them of investigative status and outcomes.
  • Participates in meetings with management and executive leadership to provide updates.
  • Provides expertise and leadership to a team of investigators, mentoring and coaching them.
  • Assigns and monitors work, provides technical guidance, and reviews work files.
  • Leads the development and implementation of proactive strategies to detect and deter misconduct.
  • Develops training materials and delivers educational sessions on topics such as fraud, interviewing, conflict of interest, and risk awareness.
  • Contributes expertise to the development of investigative tools, quality practice standards, guidelines, and procedures.
  • Communicates information to the team on new/amended policy/legislation and program delivery processes.
  • Participates in committees to provide input on prevention, detection, and disruption activities, practices, and information sharing.

Requirements

  • University degree in a related field (accounting, economics, business, commerce, criminology, or psychology).
  • Proven experience leading and conducting complex forensic investigations in government or the financial sector.
  • Experience interviewing subjects is required.
  • Security clearance required.
  • Willingness to travel throughout the province.

Skills

  • Strong knowledge of the sectors FSRA regulates and the 9 pieces of legislation it enforces.
  • Demonstrated in-depth knowledge of and experience in court procedures, the Criminal Code, Charter of Rights and Freedoms, Canada Evidence Act, Ontario Evidence Act, Ontario Provincial Offences Act, PIPEDA, FIPPA and MFIPPA and related case law.
  • In-depth knowledge of investigation principles, theories, practices, standards, tools, and interviewing techniques.
  • Financial analysis techniques.
  • Risk assessment and risk management principles.
  • Information technology knowledge sufficient to understand its effect on controls and inherent weaknesses.
  • Knowledge of court procedures, practices, and processes.
  • Leadership skills.
  • Ability to gather, analyze, and synthesize information and data from multiple sources.
