About the Role
The Planning Supervisor is responsible for planning, scheduling, and coordinating all aspects of work for United Water New Rochelle and United Water Westchester, focusing on both short-term and long-term planning. This role involves administering management policies, training staff, and improving workforce productivity by anticipating and eliminating potential delays through resource coordination.
Responsibilities
- Understanding aspects of jobs within the Operations group to estimate required man-hours and resources.
- Serving as the principal contact and liaison between T&D Department System Maintenance and Production, and other supported departments.
- Performing long-range planning through backlog analysis relative to available resources.
- Conducting short-range planning and scheduling, including job screening, requirements analysis, research, detailed planning, preparation, materials procurement, scheduling, coordination, and daily schedule adjustments.
- Managing the full utilization and user training for InFor database systems, tracking operational and financial information.
- Performing system testing and implementation of integrated business systems.
- Acting as the subject matter expert for maintenance management systems for above and below ground facilities.
- Conducting weekly reviews of performance indicators (KPIs) related to schedule compliance, staff utilization, efficiencies, overtime, backlog, and non-value added time.
- Reviewing the upcoming week's work schedule with department supervisors and company managers.
- Reporting required KPIs weekly to department/company managers and the general manager.
- Preparing written technical reports and interacting effectively with management, bargaining unit employees, regulators, consultants, municipal officials, health officers, customers, contractors, and the general public.
- Demonstrating knowledge of applicable health and safety regulations, practices, procedures, water quality monitoring practices, and water industry standards.
- Monitoring and adhering to departmental operational and capital budgets.
- Organizing workload to meet deadlines and priorities, working independently on routine department functions.
- Preparing and handling confidential correspondence and reports for management review.
- Clearly communicating staff duties, responsibilities, work policies, rules, and regulations.
- Establishing procedures for handling contingencies and emergencies, and planning for adequate staffing during emergencies and absences.
- Maintaining department records and files.
- Participating in developing and implementing the department’s operational scheduling and standard operating procedures.
- Managing work in progress of private contractors to verify quality, accuracy, and completeness of reports and invoices.
- Providing assistance to the Engineering Department in prioritizing Capital Projects.
- Providing control reports and progress graph charts for regular analysis and corrective actions.
- Responding to emergency calls and working extended hours as needed, including participation in the Westchester On Call Team and Emergency On Call Rotation.
- Providing support on special projects as assigned by the Manager of Asset & Workforce Management and/or Westchester’s management team.
- Supporting Veolia’s commitment to safety by complying with health, safety, and environmental programs, demonstrating safe work practices, participating in safety meetings, and reporting non-conforming conditions.
Requirements
- Bachelor’s degree in business administration or related field is preferred or equivalent work experience.
- Any combination of education, experience, and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- 3-5 years related work in operations is required.
- Previous supervisory experience required.
- Must be able to respond to emergency calls and work extended hours as needed.
- Must be able to see clearly and hear.
- Must be able to speak to give direction and converse with others.
Skills
- Proficient computer skills (Microsoft suite, Google, Adobe, InFor, GIS, CC&B, HACH WIMS, PeopleSoft, etc.)
- Familiarity with the “KEY” maintenance management system is preferred.
- Extensive knowledge with the asset management/maintenance management (InFor) systems.
- Superior interpersonal and communication skills.
- Ability to develop and maintain good working relationships internally and externally.
- Excellent management and organizational skills.
- Ability to prioritize and work simultaneously on several projects.
- Operate effectively within a team atmosphere.
- Strong analytical, statistical, and data management skills.
