About the Role
The Business Systems Analyst will act as a bridge between HCR’s mission to "build, preserve, and protect affordable housing" and the digital tools that facilitate this work. This role focuses on managing software and technology solutions within the Office of Housing Preservation (OHP), with a specific emphasis on the Salesforce-based New York State Housing Search platform. The position involves steering the platform's vision to ensure transparent, equitable, and less burdensome access to affordable housing for New Yorkers, requiring a deep understanding of affordable housing programs, technology (including AI), and user empathy.
Responsibilities
- Develop and maintain a clear product roadmap for the Housing Search website, prioritizing features that enhance user experience, streamline application processes, and improve lottery and waitlist management for housing providers.
- Own and manage the product backlog, including new feature or enhancement prioritization.
- Translate complex affordable housing program rules, regulations, and eligibility criteria into clear, actionable user stories.
- Serve as the primary point of contact for all product-related questions from internal teams and external stakeholders.
- Define, track, and report on key product metrics such as application completion rates, waitlist engagement, user satisfaction scores, and housing placement numbers.
- Make decisions about scope, design, and release timelines.
- Collaborate with the system development team to ensure high-quality and timely delivery of features.
- Facilitate User Acceptance Testing (UAT).
- Develop and maintain product documentation, including user guides, FAQs, and internal training materials.
Requirements

- Exceptional communication, negotiation, and stakeholder management skills.
- Demonstrated organizational and project management skills.
- Strong analytical and problem-solving skills, with a data-driven approach to decision-making.
- Bachelor’s degree in a relevant field (e.g., public policy, urban planning, computer science, business) and two years of relevant experience.
- Substitutions: Four years of specialized experience or an associate degree and two years of specialized experience may substitute for a bachelor’s degree.
- Substitutions: A J.D. or master’s degree may substitute for one year of specialized experience.
- Substitutions: A Ph.D. may substitute for two years of specialized experience.
