About the Role
The Superintendent PS Planning (Community/Public Outreach & Education) is responsible for developing, implementing, and managing community outreach, public education, policy, and planning initiatives to advance Toronto Paramedic Services' strategic priorities and strengthen community and stakeholder partnerships. This role also oversees and completes special projects.
Responsibilities
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages assigned projects, ensuring effective teamwork, communication, high standards of work quality, organizational performance, and continuous learning.
- Conducts research into assigned areas, considering field developments, corporate policies, legislation, and initiatives by other government levels.
- Ensures project expenditures are controlled and maintained within approved budget limitations.
- Undertakes analysis, policy development, research projects, and develops long-term strategies for Toronto Paramedic Services.
- Provides leadership on the identification, implementation, and support of a “Best Practices” approach for high-performance Paramedic Service responses to community/public outreach and educational events.
- Develops, implements, and manages projects impacting pre-hospital care delivery and out-of-hospital care initiatives.
- Monitors, assesses, and responds to the impact of healthcare restructuring and evolution in Toronto, the GTA, and the province, representing Toronto Paramedic Services at all levels.
- Determines and advises on operational options and changes, and participates in organizational management change initiatives.
- Liaises with other levels of government, City divisions, senior staff, councillors, community interests, and the public regarding education and community outreach services.
- Provides team-based project management, Paramedic Services system response design, and manages large-scale projects related to health information/education, pre-hospital and out-of-hospital care, and alternative health pathways/resources.
- Provides design, implementation, and evaluation to healthcare institutions and allied agencies in developing contingency plans and integrating them into Toronto Paramedic Services' Strategic Plan.
- Designs, develops, and coordinates Toronto Paramedic Services' participation in clinical research projects.
- Benchmarks Toronto Paramedic Services against comparable systems nationally and internationally by identifying new, current, and emerging issues affecting service delivery.
- Formulates internal policy and procedure, assists in their introduction, and develops strategies for assessing potential organizational impact.
- Collaborates with all city departments and council members to advance the mission of Toronto Paramedic Services.
- Authors or coordinates the submission of Toronto Paramedic Services reports and briefing notes to Council and maintains a status log of reports and issues.
- Attends committee and Council meetings representing Toronto Paramedic Services as required.
Requirements
- Post-secondary education in a discipline pertinent to the job function and management training experience, or the equivalent combination of education and experience.
- Considerable experience in education, community engagement, public speaking, program development, and the delivery of public presentations to diverse audiences.
- Experience in preparing comprehensive reports and applying relevant information to support policy analysis and decision-making.
- Experience leading strategic projects, research, policy development, and stakeholder partnerships within Paramedic Services, healthcare, public health, or related sectors.
- Technical knowledge and proficiency in project management, database management, communications, issue management, research, policy development, and development of benchmarking and best practices.
- Well-developed management skills, including managing project teams and handling multiple tasks concurrently.
- Strong communication skills, both written and verbal, including the ability to prepare and deliver reports and presentations and communicate effectively at various levels, tailored to diverse audiences.
- Strong conflict resolution and interpersonal skills, including the ability to build good working relationships with patients/clients, marginalized populations, coworkers, and external stakeholders.
- Strong research and analytical skills to support policy development activities.
- Ability to conceptualize and develop options and recommendations to support decision-making.
- Ability to exercise judgment and handle confidential/sensitive matters related to Council and senior staff.
- Knowledge and understanding of healthcare systems and community resources.
- Knowledge of applicable BLS and ALS Patient Care Standards, Standard Operating Procedures, and City of Toronto policies is an asset.
- Knowledge and understanding of legislation and policies relating to Paramedic Services.
- Familiarity with government legislation in the area of Occupational Health and Safety.
- Ability to perform duties with minimal supervision.
- Ability to work occasional evenings and weekends if required.
- Ability to work efficiently and effectively in a multi-tasking, dynamic work environment.
- Willingness to participate in training (if applicable).
- Willingness to be reassigned to other duties, as required.
