About the Role

Plans, organizes, and integrates cross-functional information technology projects that are significant in scope and impact. This role involves managing scope, schedule, and budget for complex multi-year ITS projects, guiding multi-entity project teams, and being accountable for various project lifecycle phases.

Responsibilities

• Manage scope, schedule, and budget of complex multi-year ITS projects.
• Guide multi-entity project teams in multiple projects.
• Gather requirements and create business and technical documentation.
• Oversee testing and deployment planning.
• Develop risk mitigation strategies.
• Report project status to executives.
• Manage staff using matrix management techniques.
• Negotiate resource allocations and project responsibilities with senior management.
• Deliver project status presentations to executives.
• Manage project execution and control, including creating and maintaining project budgets, schedules, scope, status reports, communication plans, and project management plans.
• Develop and manage formal project schedules in a project tracking tool, such as Microsoft Project.
• Track progress and variances against baselines utilizing Waterfall, Agile, and Hybrid methodologies.
• Use standard PM techniques (e.g., scrum sessions) to update project schedules.
• Present schedule/status updates to ITS and client agency leaderships.
• Develop, write, and manage detailed Scope Documents.
• Review project deliverables and manage the deliverables acceptance process.
• Manage the project change request process using project scope and deliverable management processes.
• Manage project quality planning, quality assurance, end-to-end system testing, quality control, UAT defect and metrics management, and quality governance.
• Manage and lead multi-phased, high visibility projects.
• Report to the highest-level government IT projects in a State or Federal Agency.
• Implement business process re-engineering and organizational change management projects.

Requirements

• 84 months of experience as a Project Manager managing 3-5 simultaneous application development projects that include Commercial Off-the-Shelf (COTS) projects and/or in-house.
• Ensure vendor delivers expeditious and thorough implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing.
• Ensure projects adhere to the Secure System Development Life Cycle development (SSDLC).
• 84 months of experience as a Project Manager managing project execution and control.
• 84 months of experience in developing and managing formal project schedules in a project tracking tool, such as Microsoft Project.
• 84 months of experience managing project progress and variances against baselines utilizing Waterfall, Agile, and Hybrid methodologies.
• 84 months of experience developing, writing, and managing detailed Scope Documents.
• 84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, UAT defect and metrics management, and quality governance.
• 84 months of experience managing and leading multi-phased, high visibility projects.
• 84 months of experience reporting to the highest-level government IT projects in a State or Federal Agency, preferably involving licensing projects.
• 36 months of post PMP project management experience implementing business process re-engineering and organizational change management projects.
