About the Role

The New York State Department of Agriculture and Markets is seeking an Associate Budgeting Analyst in Albany to perform senior-level budgeting duties. This role involves supervising staff, preparing agency budgets, monitoring expenditures, maintaining fiscal records, and submitting reports. The incumbent will analyze budget proposals, identify funding methods, and compile draft agency budgets. Additionally, the position requires performing agency-wide budget tasks, completing statutory reports, and recommending fiscal strategies to meet agency goals.

Responsibilities

Performs senior-level budgeting duties.
Supervises Senior Budgeting Analysts and clerical staff.
Prepares agency budgets.
Monitors expenditures.
Maintains fiscal records.
Submits required reports to the Division of the Budget (DOB) and the Office of the State Comptroller (OSC).
Assigns and reviews staff work.
Trains new employees.
Develops written budgetary instructions for agency staff.
Analyzes State and federally funded budget proposals.
Identifies optimal funding methods.
Compiles the draft agency budget for administrator approval.
Performs agency-wide budget tasks.
Completes statutory reports.
Recommends alternative fiscal strategies, such as fund transfers, temporary staffing requests, or hiring freeze adjustments, to meet agency goals.

Requirements

Must be a current Department of Agriculture and Markets employee with one year of permanent, contingent-permanent, or 55 b/c service as an Associate Budgeting Analyst, SG-23; if less than one year, must be reachable on the current eligible list for this location if one exists.
One year of permanent, competitive service in a title designated as appropriate for administrative transfer under Section 52.6 of the Civil Service Law (titles must be administrative and within two salary grades or one M-grade of the target title).
One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law (e.g., Associate Accountant, G-23; Contract Management Specialist 2, G-23; State Expenditures Examiner 2, G-23).
If there are three or fewer interested and qualified promotion candidates, the agency may nominate a qualified employee for a non-competitive promotion under Section 52.7 of the Civil Service Law.
One year of permanent, contingent-permanent, or 55 b/c service as a Senior Budgeting Analyst, G-18 (for non-competitive promotion).
If no appropriate eligible list exists with at least three people willing to accept permanent appointment, a qualified person may be nominated for a provisional appointment under Section 65 of the Civil Service Law.
One year of permanent competitive or 55-b/55-c service as a Senior Budgeting Analyst, G-18 (for provisional appointment).
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before permanent appointment.
Employees separated from their positions may be reinstated within one year of separation.
Employees separated from their positions who have been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.
