About the Role
The Temp Director of Human Resources plays a critical role in facilitating the continued development of Progress Foundation’s employees. This role requires a unique blend of collaborative, strategic leadership and hands-on implementation. Maintains and enhances the organization's human resources in San Francisco and the North Bay by planning, implementing, and evaluating HR strategies, policies, and processes, supporting employee and labor relations.
Responsibilities
- Oversee the day-to-day operations of the Human Resource department.
- Manage employee and labor relations.
- Create and maintain the Agency’s HR policies and the Employee Handbook.
- Ensure compliance with all organization policies and procedures, including the Code of Ethics.
- Evaluate employee relations and human resources policies, programs, and practices, offering recommendations and implementing changes.
- Manage the Human Resources Information System (HRIS).
- Create and update job descriptions and job announcements in compliance with laws.
- Provide analysis, strategies, and recommendations for hiring, retention, and promotion.
- Orient new management employees and ensure all new employees receive appropriate new hire documents and benefit information.
- Orient management and newly hired/promoted employees on HR policies, procedures, laws, union contracts, and handbooks.
- Develop and execute training for Program Leadership in coordination with the clinical leadership team.
- Coordinate the Agency’s IIPP and other safety programs.
- Manage and counsel Program leadership on FMLA, PDL, ADA, and Accommodation requests.
- Supervise and train Human Resources staff.
- Develop a program to recruit a diverse workforce and recommend practices for staff development and retention.
- Continuously improve HR-related processes, focusing on sourcing and hiring.
- Perform other related duties as assigned.
- Oversee Union relations and compliance with Union agreements.
- Provide consultation to program leadership on employee relations matters, including drafting supervision and disciplinary notices.
- Advise on trends in supervision and corrective action.
- Participate in the mediation of personnel-related issues.
- Meet with union representatives for fact-finding, disciplinary, and negotiation meetings.
- Provide training to program leadership on topics such as ADA Accommodations, harassment prevention, recruitment, and employee relations.
- Develop and maintain new hire paperwork and personnel files, ensuring compliance with union requirements and employment laws.
- Coordinate with the Finance department on requirements for San Francisco City Contractors.
- Ensure compliance with ACA, Equal Pay Law, and other Federal, State, and Local laws.
- Stay updated on new laws and ordinances to ensure organizational compliance.
- Ensure compliance with governing bodies like Napa County Health & Human Services and Department of Social Services.
- Represent the organization at hearings.
- Maintain human resource records for compliance and efficient retrieval.
- Work with vendors and brokers for Workers' Compensation, Medical, Dental, Vision, and optional insurance products.
- Manage the open enrollment process for health insurance plans.
- Act as a liaison with benefits insurance brokers.
- Manage workers’ compensation claims and identify trends.
- Manage first aid claims to lower workers' compensation costs.
- Work with the Controller in the administration of 403B and 457 Retirement Plans.
- Manage the Unemployment Insurance process and coach leadership for UI hearings.
Requirements
- Bachelor's Degree in human resources, industrial relations, public administration, or related field required.
- Minimum 10 years progressive experience as a Human Resources Manager or Director.
- Working knowledge of current Federal and State labor laws, City and County of San Francisco Ordinances, general Human Resources practices and personnel policies and procedures.
- Experience in a union environment required.
- Experience working in non-profits preferred.
- Strong organizational and administrative skills.
- Effective and diplomatic oral and written communication skills.
- Excellent level of maturity, good judgment, and emotional stability.
- Serve as a role model for positive employee relations.
- Collaborative and flexible style with a strong service mentality.
- Demonstrated commitment to the Progress Foundation mission.
- Ability to promote and communicate the philosophy, mission, and values of the organization.
- Must be able to negotiate several flights of stairs during each work shift.
- Valid California driver's license, car, and insurability under the organization's auto insurance policy required.
- This position requires travel to our North Bay locations.
- Must maintain clearance with Community Care Licensing requirements.
