About the Role
As a PDHU Heat Network Project Manager (Fixed Term), you will contribute to one of Westminster’s most significant infrastructure programmes, the Pimlico District Heating Undertaking (PDHU). You will support the Head of Programme in managing the development and delivery of projects, ensuring consistent governance and strong project management standards. This role involves building strong relationships with stakeholders, overseeing project delivery, managing risks, and supporting procurement activities.
Responsibilities
- Support the Head of Programme in managing the development and delivery of projects within the wider PDHU programme.
- Ensure consistent governance and strong project management standards.
- Define key deliverables, resources, and benefits while managing dependencies across multiple workstreams.
- Convene and facilitate programme steering boards, coordinating governance processes.
- Ensure key decisions are well informed, clearly documented, and delivered at the right time.
- Build strong relationships with a wide range of stakeholders, including internal teams, specialist advisers, residents, and businesses.
- Address challenges, align priorities, and keep progress moving.
- Support consultation activity and act as a key point of contact.
- Communicate complex programme and technical information clearly through reports, briefings, and presentations.
- Oversee project delivery across the programme, coordinating inputs and monitoring performance against milestones.
- Ensure work is delivered on time, within scope, and to the required quality.
- Identify and manage risks early, resolve issues, and provide regular progress updates and impact assessments to senior stakeholders.
- Oversee the preparation and maintenance of key programme documentation, including project plans, business cases, and reporting.
- Guide and support the Project Coordinator in identifying best practices and gathering insight for programme decisions.
- Support procurement activity and the management of contracted services, including drafting specifications and coordinating evaluation processes.
- Ensure external expertise is effectively integrated into programme delivery.
Requirements
- Experience of managing complex infrastructure or engineering projects, ideally within heat networks or similar technical programmes.
- Experience working in or alongside a political or public sector environment.
- Understanding of balancing delivery with good governance, accountability, and stakeholder expectations.
- Consistent track record of keeping projects on track – on time, within budget, and to a high standard.
- Comfortable running the practical side of programme delivery, including project plans, risk and issue registers, governance papers, and reporting.
- Experience with financial oversight, budget management, and business planning.
- Clear understanding of how projects deliver real benefits and value over time.
- Confidence building strong relationships across a wide mix of stakeholders.
- Ability to explain complex or technical ideas in plain English.
- Experience coordinating work across multiple teams, often in matrix environments.
- Experience managing consultants, working with contracts or frameworks, and supporting procurement activity.
- Comfortable in agile or fast-moving programme environments where priorities shift and dependencies need careful management.
- Strong analytical thinking to make sense of complex information and datasets, and turn insight into practical decisions and solutions.
- Confidence negotiating contracts and managing scope changes.
- Ability to keep delivery aligned with programme objectives.
- Calm and thoughtful approach to leadership.
- Clear communication, focus under pressure, and ability to help teams work through challenges constructively.
- Sound judgement and political awareness to navigate complex situations, build consensus, and keep progress moving collaboratively and positively.
