About the Role
This key leadership role leads the strategic design and delivery of integrated people and culture strategies across Fire and Rescue NSW (FRNSW), operationalizing the strategic direction set by the Executive Director, People & Culture. It encompasses human resources, organisational development, workforce planning, analytics, and leadership capability. The role drives evidence-based initiatives to enhance engagement, build workforce capability, and support FRNSW’s strategic objectives. As a senior executive, the Director provides authoritative advice to the Executive Leadership Team, leads the implementation of whole-of-agency people strategies, and ensures alignment with government and organisational priorities. It champions a values-led, inclusive, and high-performing workforce through frameworks enabling leadership development, talent mobility, succession planning, and data-informed decision-making.
Responsibilities
- Leads the strategic design and delivery of integrated people and culture strategies.
- Drives evidence-based initiatives that enhance engagement, build workforce capability, and support FRNSW’s strategic objectives.
- Provides authoritative advice to the Executive Leadership Team.
- Leads the implementation of whole-of-agency people strategies.

Requirements
- Experienced leader with a proven record of achievement in executive-level leadership within human resources, organisational development, or people and culture functions in a complex, high-risk or service delivery environment.
- Expertise in contemporary HR strategy, workforce planning, organisational change and leadership development.
- Strong knowledge of workforce governance, risk, compliance and industrial relations frameworks.
- Demonstrated success leading organisation-wide people strategies and transformation initiatives.
- Ability to use workforce insights and analytics to drive strategic outcomes.
- Agility, sound judgement and a collaborative leadership approach in dynamic environments.
- Tertiary qualifications in human resources, organisational development, business, or a related field; or extensive senior-level experience in a comparable role.
