About the Role

The Texas Water Development Board (TWDB) is seeking a senior-level professional to administer the daily operations and activities of the Application Development Team. This role involves establishing goals, developing guidelines and procedures, coordinating team activities, and managing budgets. Responsibilities

  • Oversee and manage project activities within the team, providing technical direction and guidance.
  • Ensure system development processes and procedures are developed and followed.
  • Ensure all Information Technology division rules and requirements are followed.
  • Interact with customers at various levels and establish exceptional customer service.
  • Evaluate emerging software technologies and determine software selection.
  • Ensure projects, applications, and resources align with agency business goals.
  • Ensure agency compliance with applicable statutes, rules, and regulations.
  • Provide effective leadership and management of the Development Team.
  • Manage all project activities within the Development Team.
  • Monitor and report Development Team work activities.
  • Authorize department hiring, separations, disciplinary actions, and employee performance rewards.
  • Assign job duties, conduct performance evaluations, and clarify roles and responsibilities.
  • Evaluate Development Team performance and recommend improvements.
  • Support Development Team administrative requirements related to organization, budget, and personnel.
  • Ensure the provision of quality customer service from the Development Team.
  • Manage the performance of direct reports, including timely completion of performance appraisals and disciplinary actions.
  • Maintain confidential and sensitive information.
  • Ensure individual and team files are appropriately maintained and disposed of according to agency procedures.
  • Maintain required certifications and licenses and meet continuing education needs.
  • Operate a state or personal vehicle for business purposes.
  • Perform other duties as assigned.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Information Technology, or a related field.
  • Seven years of relevant experience managing software development teams.
  • Five years of progressive experience as a software developer using .NET Framework or Open-source technologies.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.
  • Experience in Information Technology with a State of Texas agency.
  • Experience developing, deploying and supporting modern applications in AWS or Azure Cloud environment.
  • Experience with CI/CD practices, automated testing, observability, and operational readiness for production software systems.
  • Knowledge of Geographic Information Systems and ESRI software.
  • Certified Project Management Professional (PMP) or Scrum Master (CSM).
  • Knowledge of local, state, and federal laws and regulations relevant to the Application Development Team.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of the Software Development Life Cycle (SDLC).
  • Knowledge of project management methodologies.
  • Knowledge of Azure DevOps or GitHub.
  • Knowledge of relational databases.
  • Knowledge of current versions of Microsoft SQL Server or PostgreSQL.
  • Knowledge of current versions of Microsoft Windows Server or Linux.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
