About the Role
The Sufficiency Officer will develop and deliver specialist support and advice, ensuring compliance with relevant legislation, regulations, and policies. This role contributes to the Council's statutory duties in securing early education, childcare places, and educational provision for children under 5 and up to 14 (or 18 for disabled children).
Responsibilities
- Collate, quality assure, analyze, and prepare accurate statistical and analytical data.
- Partner with the Sufficiency Manager to develop strategic plans, policies, and procedures for place sufficiency.
- Provide advice and recommendations based on current knowledge and analysis.
- Contribute to service plan development to meet strategic business goals.
- Research developments in relevant areas, process information, and translate outputs into advisory reports.
- Collaborate with others to improve processes and procedures.
- Prepare and present a full range of reports.
- Undertake regular supply versus demand analysis and complete annual childcare sufficiency assessments.
- Undertake regular supply versus demand analysis and sufficiency assessments for educational provision.
- Contribute to the development of Council’s Place Planning Strategies.
Requirements
- Experience in a role supporting the delivery of statutory requirements for securing free early education and childcare places.
- Experience in a role supporting the delivery of statutory requirements for providing primary, secondary, and further education.
- Good knowledge of childcare sufficiency and school place planning requirements, systems, policies, practices, procedures, and legislation.
- Experience producing and presenting high-level analytical and performance information.
- Proven ability to explain technical/specialist information to non-specialists.
- Experience interpreting and analyzing a range of data.
- Advanced Excel skills for analyzing large datasets.
- Experience managing high-volume/complex data.
- Experience using initiative to drive service improvements.
- Excellent customer service skills, including resolving escalated queries.
- Excellent interpersonal, communication, and presentation skills.
- Significant experience building positive relationships with Ofsted/DfE registered settings, commissioned providers, and individuals.
- Self-motivated with the ability to demonstrate initiative and commitment.
- IT skills, including Microsoft Office suite.
- Skilled in using a computerized general ledger system.
- Experience developing systems to achieve business outcomes.
- Experience using large complex management and client information systems, particularly Capita.
- Satisfactory employment references and CIFAS identity checks.
- Satisfactory declaration of interest.
- Satisfactory DBS check.
- Fluent English speaking ability for public-facing roles.
