About the Role

London Buses are a vital part of the capital's transport network, serving over five million journeys daily. This role leads the Bus Business Development team, focusing on commercial strategies, business improvement, and managing contracts worth over £2 billion annually. It's a dynamic environment where you'll blend strategy with delivery, working with influential stakeholders to ensure service quality and value for money.

Responsibilities

  • Develop and lead the implementation of commercial strategies and tendering/contracting policy to ensure value for money.
  • Deliver and oversee Mayoral manifesto commitments, TfL Business Outcomes, and innovation agenda, managing stakeholder needs.
  • Collaborate with internal teams across Operations, Delivery, and Sponsorship Directorates, and TfL’s Commercial and Procurement teams, as well as external industry partners.
  • Act as Client / Senior Responsible Owner for Bus project and programme development, ensuring effective governance and benefit realization.
  • Develop key procurement documents and bus contracts through a robust process.
  • Lead Business Planning activity for the team, setting budgets and forecasts.
  • Maximize income across Buses and TfL by identifying new business opportunities and ensuring best value for money.
  • Develop a competitive market for bus services in London by building strategic relationships with operators and managing market intelligence.
  • Develop systems and processes to support bus service tendering, contracting, and payment management.
  • Represent the Bus Operations directorate and manage relationships with external stakeholders, including the GLA, politicians, public bodies, and trade unions.
  • Lead and direct the Bus Business Development team and matrixed staff, developing capabilities and engagement.
  • Oversee the disposal of New Routemaster buses.
  • Develop and implement the Bus Security Programme.
  • Oversee payments to bus operating companies exceeding £2 billion annually.
  • Ensure the London Bus network delivers value for money and service quality meeting passenger expectations, Mayor’s policy objectives, and TfL’s KPIs and financial targets.
  • Engage with influential stakeholders and promote activities to internal and external audiences.
  • Adapt quickly and work flexibly and collaboratively to meet changing business priorities.
  • Lead and direct the work of the Bus Business Development team (around nine people) and staff across TfL on a matrix basis.
  • Develop staff capabilities and engagement to meet directorate needs.
  • Be accountable for the safety and wellbeing of staff within the span of control.

Requirements

  • Educated to degree level, or equivalent.
  • Broad knowledge of external commercial developments and emerging best practice in procurement, commercial contract management, and supplier relationship management.
  • A comprehensive understanding of European and UK Procurement Law.
  • Good supplier sourcing and contract development and/or strong general commercial background.
  • Knowledge of managing high profile multi-disciplinary work streams to tight deadlines.
  • Familiarity with Project/Programme Management methodology.
  • Track record of delivering complex contractual issues and commercial change programmes with multiple stakeholders.
  • Significant experience of managing complex stakeholder relationships in a fast-moving political landscape, challenging, negotiating, and influencing at all levels.
  • Extensive experience of achieving results through others, including influencing staff to take a more proactive approach to resolving issues.
  • Extensive experience of producing good quality reports, briefings, and data to influence senior stakeholders.
  • Comprehensive experience of public transport operating practices, familiar with the bus operating environment.
  • Demonstrable ability to influence at all levels.
  • Proven ability to coordinate large-scale portfolios of projects in a matrix environment.
  • Strong track record of engaging and motivating people at all levels.
  • Proven ability to analyse complex information to produce recommendations for Board level or equivalent.
  • Excellent organisational and programme management skills.
  • Ability to lead a programme of activity.
