About the Role

Street Legal is seeking a Senior Quality Assurance Specialist – Civil to support the DOD on a project in West Point, NY. This role is 100% on-site and reports to the Project Manager.

Responsibilities

  • Submit daily Quality Assurance (QA) Report documenting all construction activities observed, noted deficiencies, witnessed Quality Control (QC) tests, and required corrective actions.
  • Submit comments on the interpretation of plans and specifications for Government use in Contractor disputes upon request.
  • Submit reports on observed QA testing, including test name, date, location, purpose, and results.
  • Submit reports on observed construction activities, detailing the activity, date, time, location, and any quality-affecting occurrences.
  • Submit reports detailing potential solutions to problems arising from augmented requirements.
  • Submit reports on health and safety nonconformance, providing immediate telephonic notification for serious violations.
  • Submit comments on the construction Contractor's daily quality control (QC) reports.
  • Submit comments on the construction Contractor's monthly schedule update, reviewing for adherence to contractual requirements.
  • Submit comments on the construction Contractor's monthly progress payment request, providing a technical review of claimed work-in-place.
  • Submit minutes of attended meetings, including action items, key decisions, and new issues.
  • Submit a technical evaluation of a Contractor's change order proposal, analyzing scope of work, labor hours, and rates.
  • Submit comments on the construction Contractor's monthly project schedule update, addressing completed tasks, delays, and proposed changes.
  • Submit cost reports, including cost estimation or analysis of quantities.
  • During pre-final and final inspection phases, submit a daily inspection report documenting punch list items, status of previous items, and associated findings or recommendations.
  • Input data into the USACE RMS and/or CMP program to maintain project awareness and electronic documentation.
  • Perform Technical Reviews of Contract Documents including Submittals, Requests Proposal (RFPs), Requests for Information (RFIs), and Scopes of Work (SOWs).
  • Submit detailed technical review comments on documents, citing specific deficiencies and referencing correct contract requirements, identifying potential design flaws, incorrect citations, and/or non-compliance, and providing a formal recommendation.
  • Submit comments on construction plans, drawings, and specifications, citing deficiencies related to biddability, constructability, operability requirements, and incorrect citations.
  • Submit comments on a draft RFP, citing specific deficiencies and referencing appropriate information or requirements for Government consideration.
  • Submit draft response to RFI(s), ensuring analysis is based on requirements and sound engineering judgment.
  • Submit comments and provide technical oversight to ensure compliance of subsurface conditions and surface features.
  • Observe and report deviation from EOR approved blasting plans.
  • Monitor implemented vibration monitoring program.
  • Identify any vibration exceedances to the project team and other designated individuals or entities immediately.
  • Review prepared subgrade conditions prior to subsequent construction activities.
  • Immediately notify the Government of any suspected deviations from contract documents or geotechnical reports and submit a formal report documenting the suspected deviation.
  • Review support of excavation for compliance with soil classification and observed condition.

Requirements

  • BS Degree in Construction or Engineering
  • 15 or more years of experience performing significant fieldwork in a wide range of construction activities performing a similar role on large-scale projects.
  • Advanced degrees and certifications may be acceptable in lieu of field experience.
  • U.S. citizenship is required due to government contract requirements.
