About the Role
The Senior Data Analyst will support OACAS in improving outcomes for children, youth, and families by providing data-driven insights for policy development, program evaluation, and strategic planning within the child welfare sector. This role serves as the primary point of contact for expertise in planning, designing, collecting, conducting, and reporting research and data analysis for internal and external stakeholders. The position also collaborates with senior leadership and cross-functional teams to identify trends and translate data into actionable organizational strategies.
Responsibilities
- Contribute to the development and implementation of tools to identify disparities and opportunities for disrupting oppression in Ontario’s child welfare system.
- Develop an evaluation framework to measure the effectiveness of disparity and disproportionality frameworks, including data collection, analysis, reporting, and recommendations for continuous improvement projects.
- Analyze and synthesize data using an ethical, identity-focused, culturally relevant, and trauma-informed lens, prioritizing beneficence and non-maleficence towards marginalized communities.
- Support the critical review of existing child welfare practice frameworks and tools, making recommendations for improved practice.
- Analyze complex datasets to identify patterns, trends, and insights supporting the Association’s business strategy and operations.
- Collect, interpret, and analyze program data and performance measures to provide insights, trends, and patterns.
- Ensure data integrity, accuracy, and security, adhering to privacy and confidentiality regulations.
- Track interactions with agencies and stakeholder groups to facilitate reporting and accountability.
- Prepare provincial reports and presentations of findings and recommendations in various formats for dissemination.
- Process and distill information from research, scientific data, trend analyses, and independent research to identify and address issues.
- Participate in cross-functional, cross-departmental OACAS projects to enhance organizational performance.
- Conduct environmental scans and identify emerging issues.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree in Business Analytics, Public Policy, Business Administration, or a related discipline.
- A minimum of 5 years of experience with a strong background in research, statistical and data analysis, quality assurance, and information systems, particularly research with and on behalf of marginalized communities, is highly desirable.
- An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the job's essential duties.
Skills
- Understanding of child welfare policies, programs, and services.
- Familiarity with relevant regulations, policies, and standards (e.g., Child, Youth and Family Services Act, An Act Respecting First Nations, Inuit and Métis Children, Youth and Families).
- Knowledge of the Child Protection Information Network (CPIN), Cognos, Transfer Payment Ontario, Ministry Quarterly reports, and child welfare outcomes and indicators.
- Knowledge of database management systems (Python, SQL, Excel Spreadsheet, data libraries, etc.).
- Ability to create clear and informative visualizations using tools like Tableau, Power BI, or similar software.
- Proficiency in the full suite of Microsoft Office products.
- Understanding of interlocking systems of oppression in Ontario and their impact on marginalized communities.
- Knowledge and understanding of past and current exploitations in research that have led to mistrust between marginalized communities and researchers.
- Knowledge of foundational equity documents in the child welfare sector (e.g., OVOV Race Equity Practices, 2SLGBTQ+ Organizational Self-Assessment Report).
- Knowledge of OCAP® and Indigenous data sovereignty.
- Expertise in anchoring the perspectives, voices, and cultures of communities historically most excluded, misrepresented, and disadvantaged during research.
- Expertise in designing, conducting, and analyzing quantitative, qualitative, and mixed-method research studies.
- Ability to synthesize complex information and generate actionable insights.
- Continuously seek ways to improve data collection methods and analysis processes.
- Proficiency in statistical analysis methods and tools.
- Skilled in interpreting statistical results to support decision-making processes.
- Ability to assist in the evaluation of child welfare programs and initiatives by analyzing program data and measuring outcomes.
- Skills in data cleaning, preparation, and management to ensure data integrity and accuracy.
- Proficient in identifying quality improvement processes, methods, and systems.
- Ability to utilize a best practices approach and evidence-informed decision making.
- Strong analytical and issues management skills to analyze problems, identify options, recommend solutions, and draft clear, concise plans.
- Strong analytical and problem-solving abilities to interpret complex data sets and derive actionable insights.
- Ability to critically evaluate information and make sound judgments based on data.
- Excellent interpersonal, teamwork, listening, and oral communication skills.
- Ability to build and maintain strong working relationships with teammates, colleagues, member agencies, and media.
- Proficiency in writing clear and concise reports to communicate findings to stakeholders.
