About the Role

This role is a key position in regulatory compliance and risk management for Insurance Solutions. The Director, Risk & Compliance will provide independent oversight of strategic initiatives, operational risks, and the regulatory risk management framework for the Insurance Solutions and Distribution sectors. You will work directly with the first line of defense to offer expertise and guidance on risk management and regulatory compliance, while assisting business teams in meeting their obligations. You will also act as a positive change agent by proposing and implementing improvements to strengthen the risk and compliance culture within the company.

Responsibilities

  • Ensure effective management, rigorous oversight, and constructive challenge of regulatory compliance and risk management practices within Insurance Solutions and Distribution.
  • Execute obligations under OSFI’s E-13 (Regulatory Compliance Management) and E-21 (Operational Risk and Resilience) guidelines, including overseeing business sectors, challenging practices, and providing expertise on operational risk and regulatory compliance.
  • Provide oversight and support for strategic initiatives, maintain regulatory vigilance, and ensure adherence to new and existing regulatory requirements to advise on potential impacts and controls.
  • Support risk management and compliance programs in implementing their requirements and processes within business units, collaborating with program teams and first-line risk management and control teams.
  • Monitor, interpret, and stay informed of new regulatory and compliance requirements to provide expertise, advice, and oversight.
  • Exercise leadership within the Business Partner team, working with a group of second-line risk and compliance professionals.
  • Oversee risk and regulatory compliance processes to enhance the risk and compliance culture, with a focus on individual insurance and distribution.
  • Support strategic change management initiatives by ensuring risks, impacts, and dependencies are adequately considered during planning and implementation.
  • Assess the relevance, adherence, and effectiveness of risk and compliance procedures and controls, reporting on actual or potential issues and ensuring remediation.
  • Collaborate with various internal partners to provide comprehensive support to business teams and ensure compliance risks are managed effectively.
  • Provide effective, timely, and constructive oversight and challenge.
  • Interpret current and new provincial and federal regulations and laws to ensure processes meet stringent regulatory requirements.
  • Communicate regulatory and legislative changes clearly and appropriately to different audiences, providing advice on implementation and monitoring.
  • Collect, analyze, and prepare data for quarterly reports to global Compliance and Risk Management teams.

Requirements

  • Minimum of 10 years of progressive experience in compliance and/or operational risk management within the financial services sector.
  • Experience within the second line of defense is an asset.
  • Excellent interpersonal skills and a demonstrated ability to build strong relationships and influence change with a wide range of stakeholders.
  • Strong organizational skills, attention to detail, ability to prioritize, manage multiple files simultaneously, and meet tight deadlines.
  • Critical and analytical thinking skills to resolve a variety of complex situations.
  • Excellent oral and written communication skills.
  • Ability to adapt quickly to evolving business models and new technologies.
  • Bilingualism (French and English) is an asset, and mandatory in Quebec.
