About the Role
The State Bar of California seeks a full-time Program Analyst or Senior Program Analyst to administer grants for legal services, support grant compliance, research and write memos, maintain relationships with stakeholders, and develop projects to increase transparency and efficiency in grants administration. This position requires travel to visit grantees and stakeholders.
Responsibilities
- Administering grants for legal services to low-income Californians
- Supporting grant compliance by helping ensure grantees meet statutory and program requirements and reporting deadlines
- Researching and writing memos to the LSTFC and its committees
- Maintaining important relationships with volunteers, agencies, grantees, and other stakeholders
- Developing and managing a variety of projects to help increase transparency, efficiency, and impact of grants administration
- Performing professional work in support of State Bar programs and services
- Researching information to obtain sufficient, valid and reliable data for analysis and decision making purposes
- Reviewing processes and maintaining program transactions, records and other documents
- Assisting in the preparation and maintenance of statistical data, reports, correspondence, special studies, and conducting research
- Participating in a variety of complex and detailed programmatic responsibilities involving problem solving
- Evaluating program effectiveness by comparing outcomes to goals to determine corrective actions or recommend modifications
- Performing research into program and quality control regulations and procedures
- Preparing reports on findings
- Identifying problems of non-compliance
- Recommending corrective action regarding discrepancies
- Conducting audits to determine program inconsistencies or non-compliance
- Providing input in developing and evaluating program policies and procedures
- Evaluating and proposing changes concerning methods of operation
- Provides expertise and guidance to other professional, and/or administrative staff in complex program analysis and solutions
- Conducting studies to determine needs
- Serving as a primary communication liaison with State Bar committees, members, financial institutions, vendors, contractors, general public, other departments and employees
- Evaluating existing and alternative policies and making recommendations toward establishment of revised policies and procedures
- Performing advanced professional work in support of State Bar programs and services
- Providing lead direction over programs, staff or special projects, which involves assigning, reviewing and coordinating the work of staff
- Training staff in program policies, rules, regulations and procedures
- Assessing workloads and assigning employees as necessary
- Assisting with the selection, training, direction, and evaluation of staff
- Implementing guidelines to ensure adherence to State Bar rules and regulations
- Representing the State Bar at programs and functions
- Responding to inquiries from board members, management, attorneys and the public
Requirements
- Excellent communicator with precise writing and analytical skills

- Experience in compliance, public speaking, legal aid, or grantmaking is a plus
- Bachelor’s degree in a field that develops skills related to essential duties, or a combination of education and experience sufficient to perform the duties of the position
- Two (2) years of experience in data collection and evaluation, research or performance or financial analysis, grant compliance in a public sector, legal or nonprofit environment, or equivalent (for Program Analyst)
- Minimum of three (3) years of journey-level professional experience in data collection and evaluation, research or performance or financial analysis, or grant compliance in a public sector, legal or nonprofit environment, or equivalent (for Senior Program Analyst)
- Knowledge of operations, services, and activities of the assigned program, departmental programs, policies, procedures and terminology
- Knowledge of codes and regulations as related to assigned program responsibility
- Knowledge of principles of data analysis and research tools
- Knowledge of problem identification, analysis and evaluation
- Knowledge of problem solving and conflict resolution methods and techniques
- Knowledge of computer information systems, including personal computer applications, word processing and spreadsheet programs
- Knowledge of principles of effective writing and verbal presentation
- Working knowledge of the State Bar Offices and their functions and a general knowledge of other agencies and their interface with the State Bar
- Knowledge of computerized information and database recordkeeping systems
- Ability to apply the policies and practices of a department
- Ability to review and analyze complex qualitative and quantitative data
- Ability to audit records and accurately gather, record and evaluate data
- Ability to analyze and interpret information and adopt effective courses of action
- Ability to operate modern office equipment including computer hardware, software, and internet and web-based applications
