About the Role

The postholder will lead the strategic commissioning of services for adults with care and support needs and carers, primarily aged 65 and over. This ensures the delivery of high-quality, cost-effective services aligned with agreed commissioning priorities, enabling adults with care needs in Waltham Forest to live as independently and well as possible with choice over their care. The role involves leading and managing a team of commissioning support staff, including those focused on quality, contracts, and supplier relationships.

Responsibilities

  • Manage relationships, contracts, and risks across markets to ensure effective commissioning and delivery of high-quality, cost-effective services and solutions that deliver positive outcomes for Waltham Forest residents.
  • Provide effective contract management, including performance, quality, and audits, undertaking visits, scheduled monitoring meetings, setting agendas, minuting, sharing information, and updating records.
  • Ensure robust contract monitoring with all scheduled meetings completed on time with agendas circulated in advance.
  • Implement Quality Assurance through provider visits, monitoring, performance frameworks, and audits as planned, documenting and sharing findings promptly, and updating relevant frameworks.
  • Maintain accurate records with minutes produced and distributed within agreed timescales, tracking and closing actions. Share key performance and quality data with contracts and commissioning colleagues to inform decisions.
  • Maintain compliance-achieved contracts, monitored against KPIs and quality standards, escalating and resolving non-compliance.

Requirements

  • Degree-level education.
  • Relevant professional qualification (desirable).
  • Strong commissioning experience and knowledge of legislation, markets, and best practice.
  • Experience in large, complex organisations.
  • Excellent communication, analytical, and stakeholder-management skills.
  • Satisfactory employment references and CIFAS identity checks.
  • Satisfactory declaration of interest.
  • Satisfactory DBS check.
  • Fluent English speaking ability for public-facing roles.
