About the Role

Accountable for the daily management and coordination of NYPA’s overall operations, including overseeing, monitoring, and evaluating operational performance. Directs the preparation of operating budgets and proposals for capital expenditure and investments. Analyzes and approves operational investments to meet organizational business needs. Program Controls directs and integrates project and program governance across NYPA’s Operations Business Unit, ensuring strategic alignment and efficient delivery of all work programs.

Responsibilities

  • Prepares portfolio level analysis and reporting of financial control, resource utilization, risk, change management, and unplanned work, comparing planned versus actual/forecasted.
  • Leads reviews of significant initiatives, projects, or programs that are challenged or out of alignment with strategic or financial objectives and provides recommendations.
  • Ensures adherence to appropriate governance functions relating to the portfolio and in accordance with applicable guidelines, policies, and practices.
  • Ensures the creation and maintenance of a 10-year portfolio plan.
  • Prepares monthly and ad hoc status reports and graphs depicting cost and schedule status/performance and trend analysis, highlighting issues, conflicts, slippages, accelerations, and key milestone movements.
  • Leads monthly portfolio review sessions with key stakeholders to review cost and schedule variance and forecast values.
  • Conducts continual improvement efforts to ensure portfolio and controls deliverables are accurate, relevant, and useful.
  • Assesses and reports overall portfolio performance and collaborates with project personnel to ensure accurate project forecasting.
  • Provides meaningful feedback and offers ideas and suggestions to improve group performance.
  • Supports business case completion for projects and/or programs.

Requirements

  • Thorough understanding of project/program/portfolio management techniques and methods.
  • Solid working knowledge of Project Controls techniques and methods.
  • Solid working knowledge of performance evaluation and change management principles.
  • Solid interpersonal skills and ability to work with diverse personality types.
  • Demonstrated strong analytical and problem-solving skills with a high attention to detail.
  • Ability to understand technical issues at a high level when collaborating with engineers and other technical specialists.
  • Results driven – ability to hold team members accountable, by keeping team engaged and on task and working collaboratively.
  • Comfortable working in a “matrix-type” structure with initial guidance.

Experience Level

  • Minimum 5 years of work experience in the construction and/or utility sector.
  • Minimum 5 years’ experience working within a Portfolio/Project Management/Controls environment.
  • Prior experience providing work direction to a team preferred.

Education Level

  • Bachelor’s Degree (B.A/B.S) in Management, Engineering or related field required.
  • Advanced specialty degree or Master of Business Administration (MBA) degree from a school accredited by the ABET, is preferred.
  • Project Management Professional (PMP), AACE, or similar certification preferred.

Salary/Compensations

  • $134,000 - $184,800
