About the Role
The People and Organizational Manager leads strategic employee development initiatives to enhance organizational effectiveness, engagement, retention, and career growth. This role oversees performance management, workforce analytics, training and development, talent acquisition support, and retention strategies, collaborating with leadership to build employee capabilities and a strong organizational culture. The position leverages agency-wide data to identify learning needs, develop professional development strategies, and advance continuous organizational improvement.
Responsibilities
- Administer semi-annual performance review processes through BambooHR.
- Monitor performance standards, outcomes, and workforce trends using analytics and reporting.
- Maintain and enhance performance management tools, including job descriptions, performance standards, evaluation processes, and competency frameworks.
- Use organizational data and assessments to identify current and future skills, competencies, and behaviors needed to achieve strategic goals.
- Partner with managers and supervisors to develop employee growth plans, coaching strategies, and performance improvement initiatives.
- Support employee retention, promotion, career development, and succession planning efforts.
- Assess organizational training needs through surveys, interviews, focus groups, performance data, and collaboration with department leaders.
- Partner with the Quality & Evaluation Team to analyze agency-wide performance, workforce, and program data to identify learning priorities, skill gaps, and emerging needs.
- Translate data and evaluation findings into targeted professional development strategies.
- Develop annual learning priorities aligned with organizational goals, staff feedback, performance outcomes, and evaluation findings.
- Design, coordinate, and facilitate onboarding, orientation, compliance, technical, professional development, and leadership training.
- Develop engaging learning experiences using workshops, facilitated discussions, presentations, simulations, online learning, and multimedia resources.
- Develop and maintain training materials, facilitator guides, employee resources, and course documentation.
- Evaluate training effectiveness through assessments, surveys, participant feedback, and performance outcomes.
- Maintain accurate training records, including attendance, completion, assessment results, and retraining requirements.
- Stay current on emerging trends, research, and best practices in learning and development.
- Support recruitment activities, including candidate interviews, selection processes, and hiring practices.
- Partner with hiring managers to strengthen interview guidelines, talent assessment strategies, and selection practices.
- Support initiatives that promote employee engagement, retention, career growth, and organizational culture.
- Promote an inclusive workplace that advances equal employment opportunity, diversity, equity, inclusion, and belonging.
- Train and coach managers, supervisors, and leadership staff on performance management, employee development, coaching, and effective communication.
- Provide managers with tools, resources, and guidance to support employee performance and development.
- Partner with People Operations and organizational leaders to identify workforce needs and implement effective solutions.
- Support employee engagement activities, organizational events, and workforce initiatives.
- Use measurable outcomes and evaluation findings to continuously improve professional development programs and assess learning impact.
- Support the integration of learning, evaluation, and Continuous Quality Improvement (CQI) initiatives through evidence-based practices.
- Maintain ongoing professional development and apply current research and best practices in employee learning, development, performance, and retention.
- Develop and manage training budgets and maintain accurate expense records and reports.
- Collaborate with People Operations and organizational leadership to advance agency priorities.
- Perform other related duties and responsibilities as assigned.
Requirements
- Bachelor’s degree in Human Resources, Training and Development, Organizational Development, Business Administration, or a related field required.
- Minimum of two (2) years of experience in employee training, professional development, learning and development, or a related field.
- Demonstrated experience designing, implementing, and evaluating effective training and development programs.
- Ability to analyze quantitative and qualitative data and translate findings into strategic learning, workforce development, and organizational improvement initiatives.
- Strong knowledge of adult learning principles and instructional design methodologies.
- Experience assessing organizational training needs through data analysis, surveys, interviews, and stakeholder feedback.
- Experience developing training materials, manuals, guides, and other learning resources.
- Excellent verbal and written communication skills, with strong presentation, facilitation, and public speaking abilities.
- Strong analytical and problem-solving skills, with the ability to interpret performance and workforce data.
- Experience with HRIS platforms; proficiency with BambooHR preferred.
- Proficiency with Microsoft Office Suite and related software applications.
- Strong project management and organizational skills, with the ability to manage multiple priorities and meet deadlines.
- Bilingual proficiency in Spanish, Cantonese, French, or Mandarin is a plus.
- Requires frequent sitting, standing, walking, talking, hearing & reaching.
- Occasional stooping, crouching, and kneeling.
- Position requires frequent communication with participants, management, and staff.
- Frequently remain in a stationary position, as well as operate a computer and other office machinery, such as phone and copy machine.
- Occasionally lift up to 20 lbs.
