About the Role

Serve as a key leader responsible for the planning, design, execution, and successful delivery of municipal capital improvement projects that support critical public infrastructure. Oversee the review of construction submittments and provide technical guidance for utility pipeline systems, groundwater and surface water production facilities, and water treatment infrastructure. Ensure projects are delivered safely, efficiently, and in compliance with applicable standards and regulations. Play an instrumental role in maintaining project quality, budget performance, and schedule adherence. Monitor project progress, identify potential risks, and drive timely resolution of issues. Requires strong engineering judgment, exceptional project management skills, and the ability to coordinate multiple priorities.

Responsibilities

  • Lead the development, evaluation, and implementation of revisions to engineering plans, specifications, and construction documents.
  • Manage and coordinate the comprehensive review of district capital improvement projects with local, state, and federal agencies.
  • Oversee project and construction management activities for municipal infrastructure projects.
  • Review, approve, record, and maintain easement and right-of-way documentation.
  • Prepare and administer detailed technical specifications, bid packages, contract documents, requests for proposals, and program management documentation.
  • Analyze survey reports, topographic data, maps, engineering drawings, and construction blueprints.
  • Collaborate with contractors, consultants, utility providers, and internal stakeholders to resolve technical design issues.
  • Monitor project performance through analysis of schedules, budgets, material deliveries, inspection records, and construction progress reports.

Requirements

  • Ability to read and interpret construction plans and specifications.
  • Obtain any required certifications and pass appropriate qualification tests for the position in specified time frames.
  • Must have a valid driver's license with a good driving record.
  • This field job primarily operates in outdoor work environments that may include exposure to inclement weather, heat, humidity, noise, hazards, atmospheric conditions, and bodies of water, depending on project requirements.
  • Physical demands may include frequent talking, hearing, standing, moving, walking, stooping, kneeling, crouching, crawling, reaching, handling, grasping, feeling, balancing, coordination, and occasional sitting or operating a company vehicle.
  • This job may require lifting, carrying, pushing, and pulling up to 35 lbs.
  • Successful completion of applicable pre-employment substance screening and background checks.

Experience Level

  • 10+ years of relevant water utilities experience.

Education Level

  • Bachelor of Science in Construction Management, Civil, Environmental, or a related engineering discipline.
  • Professional Engineer (PE) license.
