About the Role

The New York County District Attorney's Office (DANY) seeks an IT Procurement Manager to supervise staff, draft procurement documents, and ensure compliance with regulations for the Office's IT needs.

Responsibilities

  • Provide supervision of staff working on IT procurements, including advising on procurement strategies and reviewing/editing procurement documentation.
  • Draft Requests for Proposals (RFPs), Competitive Sealed Bids (CSBs) specifications, scopes of work, and contract documents in compliance with regulations.
  • Apply critical and strategic thinking to assist DANY staff in meeting project goals.
  • Meet with essential staff to identify potential improvements in specifications or scope of work.
  • Develop and maintain reporting for all IT products.
  • Coordinate, plan, and implement IT contract and procurement activities from pre-solicitation to award and registration.
  • Oversee investigations of vendor responsibility and performance.
  • Negotiate and draft contract terms and conditions to meet office objectives, performance goals, and budget constraints.
  • Review specifications for consistency, clarity, completeness, accuracy, and compliance with City policies.
  • Draft and edit policies, procedures, memoranda, and other written materials.
  • Provide technical expertise to contractors during development stages and beyond.
  • Provide technical assistance and corrective action to underperforming contractors.
  • Research technical materials and products for scope drafting.
  • Perform related tasks assigned by the Unit.

Requirements

  • Bachelor's degree from an accredited college.
  • Two (2) years of experience with Information Technology in the public sector.
  • One (1) year of supervisory experience in public enterprises.

Skills

  • Knowledge of New York City's Procurement Policy Board Rules, local laws, and policies impacting procurement.
  • Experience with New York City’s Financial Management System (FMS).
  • Excellent written, verbal, organizational, and communication skills.
  • Ability to perform under pressure in a fast-paced environment.
  • Ability to multi-task and meet deadlines.
  • Ability to apply critical and strategic thinking.
  • Extremely detail-oriented, self-motivated, highly organized, resourceful, and reliable.
  • Experience culling and analyzing large amounts of data from numerous sources.

  • $100,000 - $120,000
