About the Role

CDM Smith is seeking an Engineering Construction Manager for a future US Government project in Japan. This role will oversee all aspects of a large construction project, serving as the client's main point of contact and CDM Smith's onsite manager for construction phase services. The work involves infrastructure development adhering to US military standards and coordinating with various stakeholders.

Responsibilities

• Review contractor submittments, shop drawings, and as-built drawings for contract compliance.
• Inspect contractor material deliveries for contract compliance.
• Witness contractor material testing and contract-required field testing.
• Coordinate project activities with CDM Smith's US-based project management and reach-back engineering support staff.
• Prepare documentation to support client's contract modifications.
• Provide documentation to confirm construction meets design specifications.
• Maintain onsite record copies of construction documentation.
• Take and maintain an inventory of construction photographs.
• Lead and participate in client's construction progress meetings, preparing agendas and meeting notes.
• Attend and participate in construction contractor meetings as the client's representative.
• Monitor project progress against established milestones and make necessary adjustments.
• Perform inspections of construction work to monitor compliance with contract requirements, quality control, and health and safety plans.
• Provide local management of other local CDM Smith staff, such as inspectors.
• Maintain effective and frequent communication with clients regarding construction progress and other issues affecting contract performance, human health, or the environment.
• Review contractor's schedule, analyze for delays or unforeseen impacts, and provide recommendations for client's progress reports.
• Execute and lead investigative processes to examine contractor's construction work for contract compliance.
• Conduct onsite investigations and analyze relevant data including maps, reports, tests, and drawings.
• Monitor compliance with guidelines and regulations including permits and safety.
• Develop, train, and educate junior engineers/construction managers, guide technical direction, and serve as a liaison with clients.
• Perform other duties as required.

Requirements

• Must be a U.S. citizen.
• Able to pass a federal background check.
• Demonstrates strong technical proficiency and design application knowledge.
• Strong organizational skills to balance and prioritize work.

• Familiar and comfortable working on computers/tablets/phones.
