About the Role
Infrastructure Protection is responsible for safeguarding TfL's railway and transport assets from external activities, neighboring infrastructure, and third-party interfaces. This role will lead the External Risks portfolio, focusing on third-party assets impacting the railway, vehicle incursion risk assessments, and representing TfL in external risk initiatives.
Responsibilities
- Lead the development, implementation, and maintenance of a central register for third-party assets that could significantly affect TfL's railway and transport infrastructure.
- Review existing data sources, records, inspections, videos, and maintenance information to identify third-party assets posing a risk to TfL.
- Identify asset owners and maintain productive relationships with external organizations to obtain, verify, and maintain third-party asset information, inspection records, and maintenance arrangements.
- Act as the Infrastructure Protection lead for Vehicle Incursion Risk Assessments across the TfL network, conducting new assessments and reviewing existing ones.
- Represent TfL Infrastructure Protection at bridge strike prevention forums and working groups.
- Collate and analyze bridge strike data to identify trends, emerging risks, and opportunities for risk reduction.
- Manage Outside Party jobs, providing engineering oversight, coordinating stakeholder interfaces, reviewing technical submissions, securing railway consents, and tracking project costs.
Requirements
- Ability to gather, analyze, and interpret engineering, asset, and maintenance information from multiple sources and present findings clearly.
- Ability to engage with and influence a wide range of internal and external stakeholders.
- Ability to develop and maintain databases, asset registers, and information management processes.
- Ability to identify engineering and long-term risks from construction/buildings adjacent to the railway, establish mitigation measures, and communicate risk effectively.
- Ability to produce and interpret plans, drawings, and GIS-based information.
- Ability to negotiate technical details with infrastructure owners, designers, contractors, and other parties.
- Ability to manage program and commercial aspects of project delivery throughout the project lifecycle.
- Understanding of vehicle incursion risks, bridge strike risks, and associated industry guidance.
- Ability to understand and correctly interpret relevant Acts and legal property documentation, including Party Wall etc. Act, Town & Country Planning Act, Access to Neighbouring Lands Act, CDM Regulations, Highways Act, and railway legislation.
- Ability to understand and correctly interpret vesting documents related to ownership, maintenance, and inspection obligations of neighboring third-party assets and property.
- Knowledge of railway infrastructure and interfaces between transport assets and neighboring third-party assets.
- Experience in Civil, Structural, or Infrastructure Engineering, including design, assessment, maintenance, operation, or construction.
- Experience developing, maintaining, or managing engineering asset databases, registers, or information systems.
- Experience building relationships with and influencing a wide range of internal and external stakeholders.
- Experience in operational railway or highway environments and managing external asset interfaces.
- Experience in the execution of demolition, new construction, or maintenance activities in close proximity to operational transport infrastructure.
- Ability to demonstrate right to work in the UK.

Salary/Compensations
- Circa £65,000 (dependent on skills and experience)
