About the Role

As a Senior Associate, GovTech Scouting, you will play a key role at the intersection of administration and the GovTech scene. You will identify specific digitalization needs in administration together with responsible parties from federal and state governments, and scout for suitable GovTech solutions on the market. You will translate needs into concrete projects, evaluate suitable solutions, and support initiatives from the initial idea to implementation. You will understand both the functional and technical requirements of our partners and act as the central point of contact at the interface between architecture, project implementation, and stakeholder management.

Responsibilities

  • Needs assessment in administration: Exchange with digitalization managers in federal, state, and local governments to identify, evaluate, and consolidate specific needs for new technologies; analysis and translation into technical and functional requirements.
  • Market scouting & technical pre-selection: Exchange with startups, scaleups, and technology providers from the GovTech ecosystem; research, screening, and evaluation of market-available GovTech products; preliminary technical assessment.
  • Matching & testing: Connecting needs carriers from administration and technology providers; planning and implementation of innovative (testing) formats, support in procurement and introduction of market-available GovTech solutions.
  • Conducting evaluation projects (“pilot projects”): Conducting requirements analyses, developing product visions, conducting market explorations, developing high-level target architectures, supporting procurement processes.
  • Evaluation: Evaluation of projects & development of concepts for the reuse of solutions across administrative organizations, development of reuse scenarios for validated solutions and support in integration into existing administrative landscapes.

Requirements

  • Technologically affine, communicative, and structured personality.
  • Academic background: Completed university degree (at least Bachelor's) in a relevant field (e.g., Business Administration, Public Administration, or Computer Science, IT Management, or related disciplines).
  • Professional experience: Minimum 2-3 years of professional experience in a technology-oriented environment or in the public sector, ideally with experience in IT project management or technology deployment in administration.
  • Technical knowledge: Good understanding of modern technology architectures (e.g., Cloud, AI, interfaces, data architectures, Open Source), ability to conceptually evaluate technical solutions, and an interest in the digital transformation of state and administration.
  • Administrative knowledge: Familiarity with administrative processes at different federal levels, ideally knowledge of procurement processes and tendering in public administration.
  • Communication and networking skills: Strong communication skills and confident demeanor towards stakeholders from administration, technology, research, and civil society, as well as experience in building and maintaining networks and partnerships.
  • Teamwork: High degree of personal responsibility and teamwork, strong analytical and conceptual skills, and a solution-oriented approach.
