About the Role
TYLin is seeking a Project Controls Manager for its Rail and Transit Sector to manage project accounting and financial operations reporting, interfacing with sector and project managers, project accountants, client stakeholders, and subconsultants.
Responsibilities
- Manage general finance matters in support of the New York/Northeast (NY/NE) Sector Manager.
- Track and report on A/R and WIP for the NY/NE area.
- Prepare financial forecasts and plans for the NY/NE area.
- Review and track KPIs for the NY/NE area.
- Support pricing and capture processes.
- Coordinate with finance for month-end close, ensuring accuracy in revenue and financial performance.
- Provide NY/NE area reporting, including utilization, project status, and financial data.
- Review project performance and budgets.
- Work with Project Managers to establish and manage project financial tracking and control systems using Earned Value Management (EVM).
- Support Project Managers in assigned business segments.
- Review and recommend strategies for managing contract-specific requirements, including staffing expectations and rate caps, to optimize project profitability.
- Review and recommend strategies for managing contract-specific requirements related to payment terms, invoicing cycles, and invoicing details to reduce DSO, short-pays, and errors.
- Foster billing and collections processes at project inception to meet client requirements and ensure proper team responsibilities and action flows are defined.
- Collaborate with Operations, Accounting, and clients to track invoice progression and reduce A/R and WIP DSO.
- Recommend updates to project dashboards to enhance visibility of project commercial performance.
- Support project teams with financial reporting, Cost to Complete (CTC) estimates, billing rate updates, invoicing, and collections.
- Assist with contract administration, changes, subcontract administration, and change order development.
- Prepare and edit documents, spreadsheets, and presentations.
- Meet regularly with project personnel to discuss support needs and understand key client processes for billings, approvals, and collections.
- Assist with the compilation of monthly CTCs and project Estimates-to-Complete (EACs).
- Coordinate and support the overall area in relation to Business Development, Human Resources, Legal, and Finance.
- Undertake special projects as assigned.
Requirements
- Bachelor’s degree in business/finance or engineering preferred.
- Minimum of 10 years of similar or related work experience required.
- Minimum of 5 years’ experience in finance and/or project accounting.
- Proficient using Microsoft Word, Excel, and PowerPoint.
- Knowledge of A/E/C financial systems and business dashboards preferred.
- Strong communication skills required, including verbal, written, and listening.
- Demonstrated ability to effectively interface with corporate colleagues, peers, and superiors.
- Demonstrated ability to effectively coordinate externally with clients’ staff, including management, subconsultants, project teams, and other stakeholders.
