About the Role

As a Project Controls Manager, you will lead project controls functions within an assigned region, serving as a financial advisor to construction project teams. You will manage a team of Project Controls Analysts and act as a liaison between regional operations and corporate finance. This role is responsible for executive financial reporting, contract/policy compliance, and ensuring corporate processes are followed within the region. The position reports to a corporate executive with local input from business unit leaders. Success requires the ability to collaborate with professionals at all organizational levels.

Responsibilities

  • Recruit, train, and coach Project Controls Analysts, assigning and reviewing their work, and contributing to their development through goal setting and performance management.
  • Conduct short and long-term staff planning and project placement to ensure adequate project coverage.
  • Develop, refine, and implement onboarding and development plans for new Project Controls Analysts.
  • Stay informed about new projects, contracts, regulations, and trends that may impact the organization.
  • Foster an enjoyable, engaged, and high-performing work environment for team members and stakeholders.
  • Prepare, contribute to, and present at Department Management leadership meetings and Project Controls & Compliance in-house meetings.
  • Ensure successful project initiation and closure from contract compliance and accounting perspectives.
  • Verify that project teams are trained and utilize necessary systems, tools, training, and applications according to enterprise standards.
  • Maintain Key Performance Indicators (KPIs) at or above goals, including Owner Pay Timeliness, Subcontractor Pay Timeliness, Vendor Payment Management, Craft Payroll Timeliness, Audit Resolution, Lien Waiver, and Insurance Administration, developing action plans as needed.
  • Support project teams and Business Unit Leaders with other Operational KPIs such as Net Cash, Gross Billings, Change Orders, General Conditions, General Requirements, and Profit & Loss.
  • Lead and drive the resolution and completion of Internal Audit Findings.
  • Oversee and/or coordinate requests from external clients, auditors, or other third parties.
  • Support Compliance Leaders with regulatory compliance issues to ensure timely resolution.
  • Assist regional office and corporate finance with General & Administrative budget, forecasting, and actual cost tracking.
  • Collaborate with the Community Affairs Team to ensure small business/local hire contracting and regulatory compliance are planned and met on all projects.
  • Regularly communicate with operational leadership to ensure mutual understanding of expectations, achievement of work product, and clarity on financial project status.
  • Perform duties related to the physical aspects of the role, including prolonged periods of desk work, effective communication, visual acuity for document review, computer work, moving throughout the office, occasional travel, and lifting up to 10 pounds regularly and 25 pounds occasionally.
  • Adhere to safety policies and procedures on construction sites and in all work locations.
  • Monitor and respond to communications (phone calls, emails, text messages) as required, especially for time-sensitive matters or emergencies, demonstrating flexibility to work extended hours.

Requirements

  • Bachelor’s degree from an accredited college or university in Construction Management, Accounting, Finance, Economics, Business Administration, or other business-related fields or similar relevant work experience.
  • Excellent oral and written communication skills.
  • Highly motivated individual with strong organizational and time management skills.
  • Careful attention to detail and reliability of output.
  • Proactively identify and develop relationships with industry professionals to generate and win the right work.
  • Take an active role in recruiting top industry talent to join the Clark team.
  • Identify, hire, and retain outstanding people.
  • Exceed stakeholders’ expectations by anticipating their needs, desires, and goals.
  • Ability to work under pressure in a fast-paced team environment.
  • Proficient in Microsoft Excel, Word, Google Suite and PowerPoint.

  • Experience in using construction technology and enterprise financial software (such as SAP, Textura, Coupa, Procore, or Google platforms).

  • Strong in data visualization, business intelligence, Automation, & AI processes.
  • Comfortable with prolonged periods of focused work.
  • Sharp visual acuity for reviewing complex documents and performing detailed computer work.
  • Ability to move actively throughout the office and travel occasionally to various locations.
  • Ability to lift and move objects up to 10 pounds regularly, and up to 25 pounds on occasion.
  • Willingness to visit active construction sites.

  • Flexibility to work extended hours, especially during critical project phases or client deadlines.
