About the Role

Lead enterprise technology procurement and strategic sourcing for Turner Information Services (IS), managing high-value software, SaaS, cloud services, hardware, telecommunications, construction technology, and professional services. This role involves developing and executing category and supplier strategies, leading complex negotiations, managing the contract lifecycle, and optimizing total cost of ownership while reducing supplier risk.

Responsibilities

Develop and execute multi-year category strategies and sourcing roadmaps aligned with enterprise architecture, cybersecurity, financial, and business priorities.
Lead end-to-end RFI, RFP, and RFQ processes, including market analysis, requirements development, supplier due diligence, bid evaluation, negotiation, award recommendation, contracting, implementation, and post-award governance.
Lead complex sourcing, negotiation, and renewal strategies for enterprise software, SaaS, cloud services, hardware, telecommunications, and professional services.
Develop fact-based negotiation strategies using spend analytics, market intelligence, price benchmarking, cost models, scenario analysis, and supplier financial information.
Partner with technology owners, Finance, and IT asset-management teams to optimize software entitlements, license utilization, and subscription models.
Support budgeting, forecasting, renewal planning, and technology investment decisions through forward-looking spend analysis and commercial recommendations.
Support procurement coordination across ACS Group operating companies to aggregate demand, rationalize technology solutions, and consolidate suppliers and contracts.
Ensure solution-standardization and supplier-consolidation decisions meet business, technical, security, and service requirements.
Oversee procurement requests, supplier onboarding, contract administration, renewals, purchase activities, and related workflows.
Ensure technology procurement activities comply with company policies, financial controls, contractual obligations, information-security requirements, and procurement governance.
Establish governance for strategic technology suppliers through defined key performance indicators, service-level agreements, scorecards, and executive business reviews.
Coordinate supplier due diligence and ongoing third-party risk management covering cybersecurity, privacy, financial viability, regulatory compliance, and business continuity.
Build and maintain senior-level relationships with strategic technology suppliers and internal stakeholders.
Develop, document, and continuously improve procurement policies, procedures, standard work, governance, and controls.
Establish, track, and report procurement performance measures, including realized savings, cost avoidance, and supplier performance.
Lead, coach, and develop procurement staff through performance management, mentoring, and professional development.
Foster collaboration across Infrastructure, Applications, Cybersecurity, PMO, Finance, Legal, Corporate Procurement, Compliance, Enterprise Architecture, and business teams.
Communicate sourcing strategies, procurement status, risks, performance measures, and recommendations to executives and stakeholders.
Perform other activities, duties, and responsibilities as assigned.

Requirements

Bachelor’s degree from an accredited institution in Supply Chain Management, Business Administration, Finance, Information Systems, Computer Science, Engineering, Economics, or a related field.
Minimum of 10 years of progressively responsible experience in procurement, strategic sourcing, category management, supplier management, or a related discipline.
At least 5 years of direct experience leading enterprise technology procurement, including complex software, SaaS, cloud, hardware, telecommunications, construction technology, or technology professional-services agreements.
At least 3 years of people-leadership experience, including responsibility for coaching, performance management, workload planning, and professional development.
Demonstrated success leading multimillion-dollar enterprise technology negotiations, managing a significant portfolio of technology spend, and delivering measurable savings, cost avoidance, risk reduction, and supplier-performance improvements.
Demonstrated knowledge of enterprise software licensing, SaaS and cloud commercial models, software asset management, license compliance, true-ups, vendor audits, service levels, and total-cost-of-ownership analysis.
Experience developing category strategies and leading end-to-end competitive sourcing processes.
Strong analytical, negotiation, commercial, organizational, executive-communication, and relationship-management skills.
Experience using enterprise resource planning, e-procurement, contract-lifecycle-management, service-management, or spend-analytics platforms.
Experience negotiating and managing enterprise agreements with major technology or construction-technology providers.
Experience operating in a global, decentralized, or federated organization and coordinating demand aggregation, supplier consolidation, and global or regional contracts across multiple operating companies.
Experience in construction, engineering, infrastructure, manufacturing, or another asset-intensive industry.
Experience with SAP, Ariba, Coupa, ServiceNow, or comparable procurement, contract, service-management, or workflow platforms.
Master of Business Administration or master’s degree in supply chain, finance, information systems, or a related discipline.
CPSM, MCIPS, or an equivalent procurement certification preferred; software asset-management, contract-management, FinOps, PMP, or Lean Six Sigma credentials are a plus.
Ability to perform the essential functions of the job, which may involve sitting, using hands to finger, handle, or feel objects, tools, or controls; reaching with hands; talking and hearing; viewing a computer monitor; using a computer keyboard; close vision, peripheral vision, depth perception, and the ability to adjust focus.
Ability to be mobile and travel regularly both short and long distances.
Ability to occasionally perform work on-site at construction work sites, office locations, and/or off-site venues.
Ability to regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Ability to work in compliance with company safety policies, procedures, and applicable laws.
