About the Role
Lead enterprise technology procurement and strategic sourcing for Turner Information Services (IS), managing high-value software, SaaS, cloud services, hardware, telecommunications, construction technology, and professional services. This role involves developing and executing category and supplier strategies, leading complex negotiations, managing the contract lifecycle, and supporting global procurement across ACS Group operating companies to optimize total cost of ownership and reduce supplier risk.
Responsibilities
- Develop and execute multi-year category strategies and sourcing roadmaps aligned with enterprise priorities.
- Lead end-to-end RFI, RFP, and RFQ processes, including market analysis, supplier due diligence, negotiation, and contracting.
- Lead complex sourcing, negotiation, and renewal strategies for enterprise technology agreements.
- Develop fact-based negotiation strategies using spend analytics and market intelligence.
- Partner with technology owners and Finance to optimize software entitlements and license utilization.
- Support budgeting, forecasting, and technology investment decisions through spend analysis.
- Support procurement coordination across ACS Group operating companies to aggregate demand and consolidate suppliers.
- Ensure solution-standardization and supplier-consolidation decisions meet business, technical, and security requirements.
- Oversee procurement requests, supplier onboarding, contract administration, and related workflows.
- Ensure technology procurement activities comply with company policies and controls.
- Establish governance for strategic technology suppliers through defined KPIs and performance reviews.
- Coordinate supplier due diligence and third-party risk management.
- Build and maintain senior-level relationships with strategic technology suppliers and internal stakeholders.
- Develop, document, and improve procurement policies, procedures, and controls.
- Establish, track, and report procurement performance measures.
- Lead, coach, and develop procurement staff.
- Foster collaboration across various departments to support technology initiatives.
- Communicate sourcing strategies, procurement status, and recommendations to executives.
Requirements
- Bachelor’s degree in Supply Chain Management, Business Administration, Finance, Information Systems, Computer Science, Engineering, Economics, or a related field.
- Minimum of 10 years of progressively responsible experience in procurement, strategic sourcing, category management, or supplier management.
- At least 5 years of direct experience leading enterprise technology procurement.
- At least 3 years of people-leadership experience.
- Demonstrated success leading multimillion-dollar enterprise technology negotiations.
- Demonstrated knowledge of enterprise software licensing, SaaS and cloud commercial models, and total-cost-of-ownership analysis.
- Experience developing category strategies and leading end-to-end competitive sourcing processes.
- Strong analytical, negotiation, commercial, organizational, executive-communication, and relationship-management skills.
- Experience using enterprise resource planning, e-procurement, contract-lifecycle-management, service-management, or spend-analytics platforms.
- Experience negotiating and managing enterprise agreements with major technology providers.
- Experience operating in a global, decentralized, or federated organization.
- Experience in construction, engineering, infrastructure, manufacturing, or another asset-intensive industry.
- Experience with SAP, Ariba, Coupa, ServiceNow, or comparable platforms.
- Master of Business Administration or master’s degree in supply chain, finance, information systems, or a related discipline.
- CPSM, MCIPS, or an equivalent procurement certification preferred.
- Software asset-management, contract-management, FinOps, PMP, or Lean Six Sigma credentials are a plus.
