About the Role

This position will perform a variety of procurement services to assigned department customers, including managing procurement staff, overseeing source selection, contract monitoring and administration, category management, customer management, program management, and providing advisement and technical support. The role typically handles contracts of the highest value, complexity, and public interest, specifically supporting Aviation capital improvement project construction and related solicitations.

Responsibilities

  • Manages one or more procurement units, including recruitment, hiring, training, and performance management.
  • Provides advisory and technical support on procurement activities to customers, contractors, and the public.
  • Oversees department customers managed by subordinate staff and directly manages assigned customers.
  • Develops and maintains business, operational, and contractual dependencies of assigned departments.
  • Maintains effective working relationships with management, staff, and key stakeholders of assigned departments.
  • Leads or assists in the development and monitoring of departmental procurement plans.
  • Performs program management, developing and maintaining policy, goals, objectives, and strategies.
  • Performs source selection and contract formation services, including informal solicitations (RFQ), purchase orders, single transaction contracts, and cooperative contracts.
  • Performs formal solicitations (IFB, RFP, RFQS) for citywide, revenue-generating, concessions, and construction contracts.
  • Performs contract management and administration services, including order monitoring and compliance monitoring.
  • Performs category management, developing expertise, market intelligence, and strategic plans within assigned categories.
  • Responsible for full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Requirements

  • Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of experience in a related field, including two (2) years in a supervisory or managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required non-supervisory/managerial experience.
  • Experience supervising, sourcing, negotiating, managing, administering and ensuring compliance of construction, engineering, architectural and other construction related contracts.
  • Experienced negotiating labor services fees and reimbursable cost structures for construction and construction related contracts.
  • Experienced reviewing and negotiating architectural and engineering fee proposals for professional service contracts and cost proposals for construction contracts.
  • Ability to travel to more than one work location.
  • Must possess required knowledge, skills, abilities, and experience to perform essential job functions.

  • Knowledge of alternative delivery methods for the procurement of construction and construction-related professional services.
  • Knowledge of informal and all formal source selection processes including price competition.
  • Knowledge of contract negotiation and formation, contract management, and contract administration processes.
  • Knowledge of contract category management.
  • Knowledge of automated purchasing systems.
  • Skill in leading, managing, and training multi-disciplinary workforce.
  • Skill in providing internal consulting services.
  • Skill in providing relationship management to assigned customer departments.
  • Skill in developing and leading cross-functional teams.
  • Skill in computes applications including spreadsheets, databases, and word processing software.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skill in effective oral and written communication.
  • Skill in exercising good judgment, tact, and diplomacy.
  • Ability to resolve complex formal contract disputes.
  • Making presentations to internal and external customers, stakeholders, vending community and the public.

Work Type

  • Full-time
  • Telework opportunities may be available after an initial training period.
  • Staff eligible to telework must be in the office for at least 40% of their scheduled work week.

Experience Level

  • Six (6) years of experience in a related field
  • Two (2) years in a supervisory or managerial capacity
  • Master’s degree may substitute for up to two (2) years of non-supervisory/managerial experience.

Salary/Compensations

  • $97,450 - $125,200 (Annual)
