About the Role

Manage, lead, and coordinate projects from conception through close-out, ensuring delivery within contract requirements, quality standards, and customer expectations. Support business development, proposal strategies, and customer communications. Oversee budget and schedule development, performance management, and problem resolution to ensure project objectives are met.

Responsibilities

  • Assist BD in developing win plans, preliminary project execution plans, estimating plans, proposal plans, proposals, and contract reviews.
  • Develop prime contract strategy and plan, participating in negotiations for client deliverables and schedules.
  • Ensure proper Division of Responsibility (DOR) and integrated work processes.
  • Establish an appropriate organizational structure, defining roles and responsibilities for project team members and the Customer.
  • Ensure scope, design basis, and objectives are defined, and best practices are reviewed.
  • Establish detailed work plans, schedules, budgets, and procedures, including Project Execution Plan and Contract Management Plan.
  • Promote the use of constructability reviews during project execution.
  • Monitor and control all contractual commitments to ensure work aligns with specifications, drawings, and contract terms.
  • Implement and maintain a change management control system.
  • Ensure all Customer communications on the prime contract are documented.
  • Facilitate the development, communication, and implementation of Project Execution Reviews.
  • Approve Project Control systems that measure progress and performance.
  • Identify quality requirements and ensure proper processes are implemented.
  • Assess customer perception of quality on a regular periodic basis.
  • Oversee the Environmental, Health & Safety (EH&S) program for office and field work environments.
  • Ensure design is in accordance with EH&S laws and regulations.
  • Oversee Document Control and Records Management.
  • Coordinate documentation and software turnover package to the client.
  • Review and approve bid tabulations for commitments on major purchase orders, contracts, and sub-contracts.
  • Approve critical changes to these documents in accordance with delegated commitment authority.
  • Direct the preparation and presentation of the Project Status Report (PFSR) to Lemartec.
  • Monitor cash flow to minimize the use of Lemartec capital resources.
  • Inform the Customer of current and anticipated cash requirements.
  • Establish and control the budget for non-reimbursable project costs.
  • Assist in the training of new project managers and other project personnel.
  • Establish a plan to provide training opportunities for project personnel.
  • Promote the management concept of Continuous Improvement (CI) among all project members.
  • Lead the CI process for the Customer and Lemartec.
  • Promote, monitor, and mentor the concept of total installed cost (TIC).
  • Initiate, promote, and continually practice team building.
  • Conduct periodic project and Customer meetings consistent with the project communications plan.
  • Develop communication plan to ensure effective communications.
  • Document all turnover activities and obtain Customer's final acceptance.
  • Prepare and submit the Final Project Report to Lemartec management and the Customer.

Requirements

  • Bachelor’s degree in Architecture, Engineering or Construction.
  • Additional 5 years of relevant work experience in lieu of degree.
  • 5 to 10 Years of experience working on structural and/or architectural scopes of work for large scale construction projects.
  • Knowledge of Lemartec organization, policies, procedures and programs including QA/QC and Safety.
  • Knowledge of industry technology and EPC work processes.
  • Knowledge of business practices of Region where project is located.
  • Experience with lump sum, GMP and reimbursable projects.
  • Ability to effectively organize and staff a project team in a matrix organization.
  • Knowledge of front-end activities including: Best Practices/Lessons Learned, Constructability, Risk Analysis/Contingency Evaluation, and Estimate/Proposal Review Process.
  • Knowledge and understanding of Lemartec standard tools, techniques and procedures including Project Controls, Financial management, Automation, Records management, and Root Cause Analysis.
  • Knowledge and experience in baseline development and implementation including Scope Definition, Roles and Responsibilities, Estimates and resource loaded schedules, Progress and performance curves and metrics, and Reports and action items tracking.
  • Business and Commercial awareness including Cash flow management and Conserving the use of Lemartec capital.
  • Knowledge and experience in Project Execution Plan development and implementation.
  • Knowledge of continuous improvement methodologies.
  • Knowledge and experience in prime contract and subcontracts formulation, risk analysis, negotiations, and implementation including Change control and documentation management, Cost trend program and its linkage to change control, and The hierarchy of requirements documents in case of conflict.
  • Knowledge of project insurance and bonding issues/options.
  • Oral, written and graphic communication and presentation skills.
  • Ability to conduct effective meetings.
  • In depth knowledge of all design disciplines, specifications and drawings.
  • Proficiency in planning and scheduling utilizing Primavera P6 and/or Microsoft Project.
  • Advanced skills associated with Microsoft Office suite of software - Excel/Word/Outlook.
  • Working knowledge of standard construction accounting software – Sage.
  • Working knowledge of standard Project Management software – Procore.
  • Excellent communication, presentation and interpersonal skills.
  • High degree of professionalism and strong work ethic.
  • Ability to travel within the U.S.
  • Bilingual: English/Spanish.
