About the Role
The Job Center Manager provides strategic and operational leadership for the Young Adult Job Centers and serves as the organizational hub for 3rd Street's employment strategy. This role involves managing the Job Centers, supervising staff, overseeing service delivery, developing employer partnerships, and driving participant outcomes, while also building employment capability across the organization by training staff in other departments. The position is accountable for meeting defined contractual targets, including enrollment and placement rates.
Responsibilities
- Serve as the organizational lead for employment services, building capacity across Housing, Behavioral Health, Youth Development, Education, and Case Management teams.
- Train and coach case managers and program staff across departments to identify employment goals, deliver career counseling and planning, and connect young people to jobs, job fairs, and training.
- Define and hold the quality standard for meaningful career counseling and planning activities.
- Build internal referral pathways, shared tools, and events that connect the organization to employment opportunity.
- Partner with organizational leadership to embed employment support into program practice.
- Lead daily operations of the Young Adult Job Centers.
- Develop annual work plans, implementation strategies, and operational priorities.
- Ensure program activities align with OEWD contract requirements and organizational goals.
- Monitor performance against contracted targets and lead continuous quality improvement.
- Oversee the drop-in resource centers and the schedule of open job-readiness workshops.
- Supervise, coach, and evaluate the Outreach & Employment Specialist and other assigned staff.
- Conduct regular team meetings and individual supervision sessions.
- Support staff professional development and training.
- Foster a collaborative, inclusive, and strengths-based team culture.
- Build and maintain relationships with employers, workforce agencies, educational institutions, and community partners.
- Develop opportunities for internships, work experience, apprenticeships, and unsubsidized job placements.
- Represent 3rd Street at workforce development meetings and community events.
- Ensure accurate, timely documentation of all services in WorkforceCentral and Apricot, meeting monthly data deadlines and OEWD data standards.
- Coordinate with 3rd Street's compliance and reporting partner to ensure data is complete, accurate, and submitted on time.
- Monitor program outcomes and performance measures; prepare quarterly performance reports and narratives for OEWD.
- Ensure compliance with all OEWD, organizational, and regulatory requirements, and lead any corrective action or performance improvement responses.
Requirements
- Experience supervising and developing staff
- Knowledge of workforce development and employment services
- Ability to build capability in others — training, coaching, and influencing staff who do not report to you
- Ability to analyze program performance and use data to make decisions
- Strong leadership, systems-building, and organizational skills
- Relationship-building with employers and community partners
- Comfort carrying and delivering on contractual performance targets
- Experience using case management or workforce data systems, and rigor about data accuracy
- Commitment to equity, cultural humility, and trauma-informed care
- Bachelor's degree in Human Services, Social Work, Public Administration, Workforce Development, Education, or a related field (or equivalent combination of education and experience)
- Minimum three years of progressively responsible workforce development or youth services experience
- Minimum two years of supervisory or leadership experience
- Experience managing grant-funded programs or government contracts, including performance targets and reporting
- Experience launching or building a new program
- Experience serving Transitional Age Youth, including justice-involved and formerly homeless young people
- Experience within OEWD, WIOA, or similar workforce systems
- Familiarity with WorkforceCentral, Apricot, or comparable data systems
- Knowledge of San Francisco workforce resources
- Lived experience reflective of the young people and communities we serve
- Bilingual or multilingual abilities
- Frequent sitting, standing, walking, and computer use
- Ability to travel between program locations throughout San Francisco
- Ability to occasionally lift up to 25 pounds
- Ability to facilitate workshops and community meetings
- Some evenings and occasional weekends may be required to support program activities, employer events, and community engagement
