About the Role

The Site Manager II manages the daily operations for a 120-unit supportive housing site, ensuring a safe, clean, and empowering environment for residents. This role involves maintaining resident relationships, overseeing building integrity, and coordinating with resident services to address resident needs. The position also includes on-call responsibilities for emergencies.

Responsibilities

  • Manage daily operations for a 120-unit supportive housing site.
  • Establish and maintain productive and professional relationships with residents.
  • Ensure residents abide by house rules and lease terms.
  • Monitor the physical integrity of the building and work with maintenance staff to address deficiencies.
  • Coordinate with resident services to ensure resident needs are met.
  • Perform on-call responsibilities during non-scheduled hours for emergencies.
  • Oversee overall property management functions.
  • Serve as the primary contact between the access source and referrals for applicant availability.
  • Adhere to all HomeRise rules, procedures, and handbooks.
  • Participate in leasing or occupancy teams, case conferences, screenings, and coordination meetings.
  • Supervise on-site property management staff.
  • Perform or arrange for Housing Quality Inspections (HQI's).
  • Assist in rent negotiation, collect income certifications, and maintain leasing files.
  • Provide notices of contract renewals and rental adjustments.
  • Maintain contact with participants, monitor progress, and refer to services teams as necessary.
  • Meet regularly with service teams for coordination, including lease enforcement and rent collection.
  • Provide assistance and expertise for conflict resolution and problem-solving.
  • Supervise the Maintenance Supervisor, Assistant Site Manager, and Desk Clerks.
  • Provide training, mentorship, and professional development for staff.
  • Conduct regular team meetings.
  • Prepare monthly, quarterly, and annual reports on rent, subsidy, occupancy, and participant data.
  • Prepare monthly rent check calculation reports and manage subsidy balance tracking.
  • Manage requests for payment of rental subsidy.
  • Collaborate with directors to ensure building occupancy and compliance with programs.
  • Attend departmental and agency meetings to report on resident and building issues.
  • Work with the Maintenance Supervisor to implement and monitor preventive maintenance plans.
  • Ensure the property is well-maintained and address physical deficiencies promptly.
  • Monitor maintenance team performance and adherence to safety procedures.
  • Serve as the primary on-call contact for emergencies during non-scheduled hours.
  • Collaborate to refine emergency response protocols.

Requirements

  • High school diploma required.
  • Minimum four (4) years of experience in the housing (affordable or supportive) field.
  • Strong knowledge of the San Francisco housing market and geography.
  • Experience operating buildings with multiple funding sources, restrictions, qualifications, and certification requirements is a plus.
  • Knowledge of federal, state, and local fair housing laws.
  • Professional experience working with seniors and families in a group, institution, or programmatic setting.
  • Ability to understand and apply mathematical concepts including addition, subtraction, multiplication, division, fractions, percentages, and ratios.
  • Ability to work with numbers, including financial spreadsheets.
  • Ability to handle daily responsibilities, crisis situations, and multiple tasks with minimal supervision.
  • Knowledge of and experience with supervising individuals with little or no property management experience.
  • Ability to interpret technical instructions and apply them to job duties.
  • Strong advocacy for tenants, respect for residents' ideas, and commitment to supporting families.
  • Demonstrated dependability, maturity, and initiative.
  • Excellent decision-making and interpersonal skills.
  • Ability to maintain program/guest/agency confidentiality.

Experience Level

  • Minimum four (4) years of experience in housing (affordable or supportive) field.
  • Preferred experience as a supervisor of multi-family housing or six (6) years’ experience as a manager of multi-family housing.

Education Level

  • High school diploma required.
  • Professional certification in property or affordable housing management (Tax Credit Certification) preferred or within 6 months of hire.

Salary/Compensations

  • $75,000 - $77,000 annually
