About the Role

KSS is seeking an experienced Financial Operations Consultant – Capital Programs to support a major public-sector capital planning and financial operations initiative for the City of New York. The consultant will support financial, procurement, and administrative activities for large-scale capital investments, focusing on project execution, procurement oversight, financial analysis, budget monitoring, contractor coordination, accounts payable, reporting, and regulatory compliance.

Responsibilities

  • Support the end-to-end deployment and financial administration of approved capital projects.
  • Coordinate procurement activities for equipment, professional services, materials, and other project-related purchases.
  • Prepare, review, verify, and track procurement and transaction documentation.
  • Ensure financial transactions and disbursements comply with applicable programmatic, legal, funding, and eligibility requirements.
  • Monitor capital project budgets, expenditures, commitments, costs, and execution status.
  • Conduct recurring financial analyses and prepare supporting documentation.
  • Review contractor invoices, billing packages, and supporting records for accuracy, completeness, and alignment with approved budgets.
  • Verify that goods and services were delivered within required timeframes and satisfy applicable capital eligibility requirements.
  • Coordinate capital accounts payable activities involving numerous contractors and service providers.
  • Review and verify payments to contracted providers.
  • Identify and help resolve contractor billing and payment issues.
  • Maintain accurate records of project transactions within customized databases and financial systems.
  • Support quarterly and periodic reporting for active capital projects.
  • Coordinate with internal business units, external organizations, contractors, vendors, auditors, and service providers.
  • Support project management and logistical coordination related to equipment delivery and installation.
  • Assist with audit inquiries and requests from City and State oversight entities.
  • Participate in recurring project and financial operations meetings.
  • Recommend improvements to financial, procurement, reporting, and transactional processes.
  • Support senior leadership with special projects and other capital program initiatives as assigned.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • At least five years of full-time professional experience in financial analysis, management analysis, budget administration, management reporting, capital project financial management, or financial operations.
  • At least four years of experience managing large-scale project budgets.
  • Experience reviewing financial transactions, invoices, supporting documentation, or contractor billing.
  • Strong proficiency in Microsoft Excel, Microsoft Word, and related business applications.
  • Strong analytical, organizational, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple projects and competing deadlines simultaneously.
  • Ability to work independently with limited supervision.
  • Ability to perform effectively in a fast-paced, deadline-driven environment.

Salary/Compensations

  • $63 Hourly DOE
