About the Role

The NYC Department of Transportation (NYC DOT) seeks an experienced structural engineer to oversee major infrastructure projects valued over $500M, focusing on the Brooklyn Queens Expressway (BQE). This role involves collaborating with internal leadership and external partners, managing a team, and coordinating design and construction planning, environmental reviews, and procurements.

Responsibilities

  • Establish and lead project work in coordination with Deputy Commissioner of Bridges, NYC DOT leadership, and consultant teams.
  • Manage and direct engineering, professional, and technical staff in the review and analysis of bridge construction projects.
  • Oversee environmental processes, including CEQR, SEQRA, ULURP, and Parkland Alienation.
  • Provide technical oversight ensuring bridge designs meet all regulatory standards (AASHTO, NYSDOT, etc.) and project specifications.
  • Oversee consultant and construction management, including conflict resolution and negotiations for scheduling.
  • Coordinate with ACCO and EAB as required.
  • Participate in stakeholder coordination and engagement, including public meetings and communications.
  • Represent the Division when dealing with other City, State, and Federal agencies, utilities, contractors, consultants, and the general public.
  • Manage budgeting and finance related matters, including monitoring the capital budget, procurement process, and grant applications.
  • Oversee safety and compliance of structures consistent with the National Bridge Inspection Standards (NBIS).
  • Institute program controls for cost and schedule.
  • Conduct and participate in project management meetings.
  • Oversee project performance and ensure consultants complete tasks in line with project values.
  • Maintain comprehensive project documentation.
  • Perform administrative and engineering functions for the Division of Bridges.
  • Work with senior NYC DOT leadership, Division leadership, and City Hall to create strategy, manage project deliverables, and maintain deadlines.
  • Lead meetings with supporting units, external partners, and maintain interagency collaboration at City, State, and Federal levels.
  • Provide updates, receive feedback on documents and regulatory processes, and ensure necessary parties are included in all project aspects.

Requirements

  • A valid New York State License as a Professional Engineer is required.
  • 15 years full-time satisfactory experience in civil engineering.
  • At least ten (10) years of which must have been in an executive or administrative capacity.
